Appendix E: Special Conditions <br />Award Number: 8C227 <br />Recipient: Indian River BOCC <br />Award Title: C -8C227: WORKFORCE SKILL <br />DEVELOPMENT <br />Award Period: 01/01/2023 - 09/30/2023 <br />In addition to the attached standard conditions, the above -referenced grant project is subject to the special <br />conditions set forth below. <br />S0001 This project requests federal grant funding for a law enforcement or criminal justice <br />technology related project and may be subject to review and approval by the State <br />Information Technology (IT) Point -of -Contact. By utilizing funds for this project, the <br />recipient agrees to conform to all state and national standards for technology and <br />information sharing systems that connect to, and/or interface with state and national <br />system, and/or reside on the state Criminal Justice Network (CJNet). These standards <br />include, but are not limited to, the FBI CJIS security policy and any rules, regulations <br />or guidance enacted by the Criminal and Juvenile Justice Information System (CJJIS) <br />Council under 943.06, F.S. <br />M0002 At the time of application submission, the Recipient did not upload Civil Rights training <br />certificates for the individual designated as "Recipient Grant Manager". In accordance <br />with award Standard Conditions, Section II #14, members of the recipient entity <br />responsible for managing awards from FDLE's Office of Criminal Justice Grants, are <br />required to complete a two part Civil Rights Training and maintain copies of the <br />training certificates within their award files to be provided upon request at monitoring. <br />The training can be accessed at <br />http://www.fdle.state.fl. us/Grants/Resources/Training/Civil-Rights-Training.aspx. <br />W0003 WITHHOLDING OF FUNDS: This project requests funding for telecommunications <br />and/or video surveillance equipment. Prior to the drawdown of funds for such <br />equipment, the recipient must provide documentation that the manufacturer and <br />vendor are not on the Excluded Parties List in SAM.gov to the Office of Criminal <br />Justice Grants. <br />W0004 WITHHOLDING OF FUNDS: The project period for this award starts 01/01/2023. Prior <br />to the drawdown of funds, the Recipient must submit all required [monthly/quarterly] <br />performance reports due since the start date of the award period. <br />Page 9 of 26 <br />
