BOOK.- 98 FN,, , 206 <br />EMERGENCY REPAIR - WABASSO BEACH LIFEGUARD TOWER <br />The Board reviewed the following memo dated 5/23/96: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Emergency Repair of Wabasso Beach Park Lifeguard Tower <br />REF. LL=R: 1) Patricia Callahan to Jim Chandler dated May 21, 1996 <br />2) Jim Romanek, Parks Supt. to Jim Davis dated May 21, 1996 <br />DATE: May 23, 1996 <br />DESCRIPTION AND CONDITIONS <br />The March 10-11, 1996 storm surge in the Atlantic Ocean damaged the lifeguard <br />tower at Wabasso Beach Park. The tower is 16 years old and has not had major <br />repair since originally constructed. Due to the active summer months ahead, it <br />should be rebuilt immediately. <br />ALTERNATIVES AND ANALYSIS <br />The project cost is estimated at approximately -$8,100 based upon informal bids <br />being received. If the normal purchasing procedure is utilized, it would take at <br />least sixty days to prepare plans and specifications, advertise for bids, award a <br />contract, and issue a notice -to -proceed. The reconstruction would probably not <br />be accomplished until Sept., 1996. During this time, the lifeguards would not <br />have a safe tower for protection from the weather and visibility of swimmers. The <br />alternatives presented are as follows: <br />Alternative No. 1 <br />Declare the reconstruction of the lifeguard tower an emergency and <br />waive the formal bidding process. Staff has requested proposals from <br />the following three building contractors: <br />Jim Rott Home Improvement <br />Home Improvements of Vero <br />Custom Touch <br />The first two did not submit a bid. The only bid received was from <br />Custom Touch in the amount of $ 7.235.00. Award the work to <br />Custom Touch. <br />Alternative No. 2 <br />Proceed to follow the normal bidding process and delay construction <br />until August, 1996. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative No. 1 whereby the work is awarded to Custom <br />Touch under an emergency condition whereby the formal bidding process is <br />waived.
