ANALYSIS <br />The preliminary estimated project cost is $340,505.00, which <br />includes in-house engineering design, CADD drafting, inspection, <br />permitting, project administration, contract surveying, permitting <br />fees, and construction cost. The County received two proposals to <br />survey for design from the following firms: <br />1. Masteller, Moler, and Reed $4,225.00. <br />2. Carter Associates, Inc $7,045.00 <br />To coordinate construction with the Florida Department of <br />Transportation along 27th Avenue, the County would like to split <br />the project into two phases. Phase I would include all work along <br />27th Avenue that must be done prior to FDOT's widening of 27th <br />Avenue, and Phase II would consist of the balance of the work. <br />Construction of Phase I of the project must take place immediately, <br />or the project would have to be delayed 450 days until FDOT has <br />completed their project (approximately September 1997). To meet <br />this time schedule, the County, therefore, has solicited proposals <br />to construct Phase I of the project from three contractors. Their <br />quotes are as follows: <br />1. Treasure Coast Contracting, Vero Beach $121,724.70 <br />2. Tri -Sure -Corporation, Auburndale $123,350.00 <br />3. Derrico Construction, Melbourne $254,030.00 <br />Staff has estimated the construction cost for Phase I to be <br />$243, 700.00. The project would be funded, from the sewer impact fee <br />fund. <br />The staff of the Department of Utility Services recommends the <br />Board of County Commissioners approve and authorize the chairman to <br />execute the following: <br />1. The in-house design of the 27th Avenue force main project with <br />a preliminary estimated project cost of $340,505.00., <br />2. The agreement with Masteller, Moler, and Reed for surveying <br />for this project in the amount of $4,225.00. <br />3. a. Waive the formal advertised bidding requirements and <br />accept -the low quote of UZ1,7Z4.7=0 from Treasure Coast <br />Contracting to construct Phase I of the project. <br />b.
