7 7 <br />QUESTIONS AND COMMENTS <br />Mr. Donadio responded to parking, handicapped, preservation, <br />air-conditioning/electrical and other concerns. He presented <br />photographs of some of the interior walls which indicated water <br />intrusion/damage. He related how the construction and restoration <br />could be done so it would be consistent with the historical grant. <br />Mr. Donadio explained that replacement of all air-conditioning <br />systems was estimated at the request of the School Board and was <br />suggested by the mechanical engineering consultant. The present <br />systems were old, inefficient, could harbor unknown problems, and <br />would be too costly to clean. <br />General Services Director Sonny Dean advised that the air- <br />conditioning had not been replaced when the Annex was renovated. <br />Commissioner Bird pointed out there was approximately 100,000 <br />square feet of land included in the proposal which, at a <br />conservative price of $10 per square foot, would be worth $1 <br />million dollars. He estimated the buildings and land combined <br />conservatively were worth from $1.5 to $2 million. <br />Mr. Donadio explained the various processes they would use to <br />restore different areas of the buildings. He estimated the <br />construction would take about a year, after completion of the plans <br />and permits, depending on what is found as the construction moves <br />along. He advised that the estimates had not included any <br />architectural or permitting costs and responded to questions <br />concerning the grant monies and what they would and would not <br />cover. <br />Responding to questions of School Board Members Marine and <br />Mayfield, Administrator Chandler advised that the County had <br />considered using the old courthouse and other buildings, but <br />determined they would not satisfy the County's future needs. The <br />County had also contemplated using the Annex with the idea of <br />possibly relocating Utilities or Emergency Services, and had cost <br />estimates for that building. He estimated the County's projected <br />space needs to be 152,000 square feet, which would be 15,000 .square <br />feet short if the County occupied the School Board's building. He <br />characterized the County's need for additional space as very <br />critical, but if an agreement is reached with the School Board, the <br />County could continue to operate for a couple of years. The <br />additional space would relieve the critical need and allow the <br />County_ some breathing room.
