to construct a new building somewhere in the County, because he did <br />not think they would be able to afford downtown property. <br />Mr. Marine hoped that Chairman Adams was not offended because. <br />of his desire for both the School Board and the County to win. He <br />also remarked on the improvements the School Board has made to <br />their leased property. <br />Chairman Adams advised she was not offended and agreed both <br />should be able to win. She merely wanted to move toward a <br />conclusion. She added that the County had been very good in giving <br />the School Board such a favorable lease. <br />Commissioner Eggert advised that the Commissioners had <br />discussed using part of the sales tax dollars to build a new <br />administration building, they have the land and the means to do it, <br />but the* community wanted to try to save the old courthouse, so the <br />Board did not move forward with those plans. <br />Administrator Chandler explained that, at that, point, they <br />began to consider trying to meet the needs of the County and the <br />School Board. Discussions between the two revealed that the major <br />stumbling block was the "race track" funds and staff could not <br />recommend to the Board the release of that $446,000 a year. That <br />amount, plus the School Board's annual rental of $45,000 equals <br />nearly half a million dollars now going into the County's general <br />fund. It would cause severe problems with the operating budget. <br />He also advised that the $446, 000 is currently the secondary pledge <br />on the County's golf course bonds. <br />Mr. Lindsey recalled that several years ago a former County <br />Commissioner approached him to find out if the School Board would <br />be interested in "the rest of the building that you now occupyll. <br />At that time, he had indicated they would. Mr. Lindsey asked if <br />the Commissioners have thought about leasing the County's present <br />Administration Building if the County builds a new building. <br />Chairman Adams and others indicated they would discuss it and <br />Commissioner Eggert recalled they had discussed it some years back. <br />Administrator Chandler advised it had been generally discussed <br />with Dr. Norris when the County had the "VOA Study" (1991 Vickrey <br />Ovresat Awsumb Associates, Inc. - Office & Administrative Space <br />Needs Master Plan) done for the County. One of the alternatives of <br />that study, was to lease the County Administration Building to the <br />School District. <br />Chairman Adams thought the School Board should be given the <br />first opportunity to lease the building, if they wanted it.
