DEPARTMENTAL STAFF REPORT <br />INDIAN RIVER COUNTY <br />MEMORANDUM <br />TO: Michael Zito <br />Interim County Administrator <br />FROM: Suzanne Boyll 4414 <br />Human Resources Director <br />DATE: March 15, 2023 <br />SUBJECT: County Administrator Employment Agreement <br />BACKGROUND: <br />At the March 7, 2023 Board of County Commissioners' meeting, the Board unanimously selected <br />John Titkanich as the next County Administrator and authorized staff to negotiate the <br />employment agreement. The terms of the agreement have been reviewed by the Chairman of <br />the Board Joseph Earman, County Attorney Dylan Reingold, Interim County Administrator <br />Michael Zito, Human Resources Director Suzanne Boyll, and Mr. Titkanich. Following approval <br />by the Board and formal acceptance by Mr. Titkanich, he would begin work on April 17, 2023. <br />Provisions of the agreement include: <br />o Three (3) year term with provision for consideration of renewal 90 days prior to <br />expiration. <br />o Annual salary of $205,000 (adjusted by any general wage increase granted to <br />other regular non -contract County employees) <br />o $4,200 annual car allowance <br />0 20 days of vacation annually <br />o Participation in the Florida Retirement System Senior Management Class <br />o Matching contribution to deferred compensation of up to 5% <br />o Eligible for other benefits on the same terms and conditions that they are available <br />to full-time, regular non -contract employees <br />0 20 weeks of severance pay if terminated without cause <br />FUNDING - <br />The total cost of the 3 year contract is $962,751 based on current benefits rates, or $320,917 annually <br />and will be charged to the General Fund/County Administrator salary and benefit accounts. <br />RECOMMENDATION: <br />Staff respectfully requests the BOCC approve the County Administrator Employment Agreement <br />and authorize the Chairman to execute the agreement after review and approval by the County <br />Attorney. <br />ATTACHMENT: <br />County Administrator Employment Agreement <br />
