b) Students are identified as struggling readers in the lower 21st -50th percentile and <br />invited by SDIRC administration to participate in the program. <br />c) Teachers are hired to teach the program by TLA, in consultation with the MSA <br />Coordinator, through an application process. <br />d) Qualified staff is provided by IRCSWD to deliver the SIL Curriculum. All staff <br />will be provided up front professional development and training to support the <br />implementation of the program. <br />e) Participating entities will be a part of a continuous improvement reflection <br />process that includes a Before Action Review (BAR) and After Action Review <br />(AAR). <br />2) Any significant program changes need to be approved by all entities through <br />collaborative reflection. <br />IV.
