The Board reviewed a Memorandum of March 6, 1996: <br />TO: James Chandler <br />County Administrator <br />D ION HEAD CONCURRENCE: <br />Ro ert M. eat g, JWP <br />Community Deve opm Director <br />THROUGH: Stan Boling ��AICP <br />Planning Director <br />FROM: Eric Blad <br />Staff Planner, Current Development <br />DATE: March 6, 1996 <br />SUBJECT: Request by Riverside Church Assembly of God for Major <br />Site Plan Approval and Special Exception Use Approval to <br />Expand an Existing Place of Worship <br />[9510099-002/SP-MA-96-04-13) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of June 4, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Masteller & Moler, Inc. has submitted an application for major site <br />plan and special exception use approval on behalf of the Riverside <br />Church Assembly of God to expand the existing place of worship at <br />11205 Roseland Road. The proposed expansion will be constructed in <br />two phases. Phase 1 proposes construction of a new sanctuary, <br />parking, driveway modifications, and a landscape buffer for the <br />entire project (phases 1 and 2). Upon completion of Phase 1, the <br />"old" sanctuary will then be used as a fellowship hall. In Phase <br />2, the fellowship hall will be enlarged, and one of three existing <br />modular buildings will be removed from the site. <br />This special exception use application relates only to expansion of <br />the existing church. No other uses requiring special exception <br />approval (such as child care, private schooling or a parsonage) are <br />proposed by this application. Since the site is located within an <br />RS -1 zoning district, special exception use approval must be <br />granted for the expansion. <br />At its regular meeting of April 25, 1996, the Planning and Zoning <br />Commission voted 4-0 to approve the major site plan request, and to <br />recommend that the Board of County Commissioners grant special <br />exception use approval, subject to the conditions stated at the end <br />of this report (see attachment #4). Pursuant to Section 971.05 of <br />the LDRs, the Board of County Commissioners is to consider the <br />appropriateness of the requested use for the subject site and <br />surrounding area. The County may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />ANALYSIS: <br />1.
