Mr. Denton felt that activity would be normal <br />during the holiday season but understood that the minister and his <br />family are interested in theater and drama and he wanted to know <br />whether the church will be able to operate a theater with <br />productions for extended periods of time. <br />Mr. Denton also brought to the Board's attention the sodium <br />lighting located on the church's grounds which is hung in pine <br />trees, maybe 30 feet high. This lighting penetrates the darkness <br />very well and has a very broad boundary which includes the whole <br />area, discouraging the native wildlife and encouraging people who <br />come on the property for fishing, etc. He stated that it is like <br />living in a K -Mart parking lot with the lights on all night long. <br />Mr. Denton then brought up the existing landscape buffer which <br />has not been maintained. He expressed his hope that someone will <br />take care of the landscaping problem and that the trailers will be <br />removed after 3 years from date of approval, including the air <br />conditioned trailer brought onto the property for the purpose of <br />storing the church's puppets. He also remarked that the driveway <br />to the north of the property is now encroaching on his property and <br />noted that in order to repair a barbed wire fence on his property, <br />he would have to remove the road material now on his property.' <br />Chairman Adams expressed the Board's appreciation for Mr. <br />Denton's time and very valid concerns. <br />Discussion ensued regarding the various concerns raised. <br />Commissioner Macht felt that most of the problems expressed <br />should have been settled between the parties on a neighborly basis. <br />Director Boling advised that the Code Enforcement Department <br />is looking into the shielding of the lighting and the setback from <br />the river for the identification sign. He also stated that he <br />would check with the Building Department regarding a permit for the <br />shed being used for the storage of the puppets. <br />Commissioner Macht suggested that the removal of the modular <br />units be required when construction is completed or 3 years from <br />the date of approval of the special exception, whichever occurs <br />sooner. <br />County Attorney Vitunac advised that the condition of the <br />north driveway is a private matter between the 2 neighbors. <br />Director Boling commented that staff will add to their <br />recommendations that the modular units be removed on or before 3 <br />years from the date of approval of the special exception or <br />completion of Phase II, whichever comes first; that the Code <br />Enforcement Department will investigate the trailer permit, the <br />shielding of the lighting and the identification sign setback; that <br />800K ° 924 7 <br />JUNE 49 1996 ` �afa; <br />21 <br />
