Fr- 7 <br />BOOK 98 ruG 266 <br />brought to the attention of the Board the fact that people are <br />coming onto the church's property for recreational purposes, <br />including launching of boats at all hours of the night. He stated <br />that the church should be able to have its own boats, but that the <br />property should not be opened to the public to use as a mini - <br />marina. The County closes its parks at nightfall and he believed <br />the church should do the same thing. Mr. Denton related an <br />incident which occurred recently and caused him a great deal of <br />concern. There were some young men launching a boat from Mr. <br />Denton's dock in the evening who disturbed Mr. Denton's neighbor to <br />the north, causing her to call Mr. Denton with a complaint that the <br />noise was making it impossible to sleep. When Mr. Denton walked <br />down to his dock to investigate, he discovered a young man <br />urinating on some lawn chairs belonging to Mr. Denton. When he <br />advised the young men that this was private property, they made Mr. <br />Denton very uncomfortable on his own property. He went back to his <br />house and attempted to contact someone from the church <br />unsuccessfully. He then notified the Sheriff's Department. <br />However, when the sheriff's deputy arrived, the boat had gone down <br />the river. The officer did not have a boat and asked Mr. Denton to <br />call again when the young men in the boat returned. Mr. Denton <br />later questioned an official of the church about this activity and <br />was told that these young men were not members of the congregation. <br />Mr. Denton felt that the church has an obligation to make itself <br />aware of activities occurring on their property as a part of the <br />liability and responsibility of property ownership. <br />County Attorney Vitunac commented that the church has riparian <br />rights to use the riverfront property but the exception is for a <br />church, not a marina, and that the activity is not proper if it <br />goes beyond the rights of any other riverfront property owner. <br />Mr. Denton then questioned the use of motor homes on the <br />property for extended periods of time. His concern was that the <br />church's use would be a precedent. <br />Director Boling responded that these vehicles can be parked <br />like any other vehicle but may not be used as a temporary <br />residence. <br />Mr. Denton then questioned a third trailer which was moved <br />onto the church's property supposedly to be used for a Sunday <br />school. He has noted that this trailer is being used a great deal <br />more often than just Sunday mornings and he has been told that it <br />is being used for classes for learning handicapped persons. He <br />wondered whether the church will be able to operate a school with <br />dining facilities which could be used for summer camp and fund <br />raising dinners.
