1. That prior to issuance of a certificate of occupancy for Phase <br />1, the required Type "C" buffer for the entire project (Phases <br />1 and 2) be in place and provided with irrigation. <br />2. That prior to site plan release, the applicant shall revise <br />the site plan to provide for a continuous landscaping strip <br />along the entire east perimeter of the easternmost parking <br />area. <br />3. That the three modular classrooms be removed from the site <br />within three years of the granting of the special exception <br />use approval by the Board of County Commissioners. <br />Planning Director Stan Boling reviewed the project and stated <br />that the Planning and Zoning Commission has recommended conditional <br />approval. He advised that Robert Denton, a single-family resident, <br />shares the driveway on the north side of the property which will no <br />longer be used by the Church. A larger driveway is to be <br />constructed on the south side of the property; more landscaping <br />will be added on the north side of the property; and the modular <br />units presently on the site will be removed. <br />Commissioner Eggert questioned the time required for <br />completion of the southerly driveway and expressed her concern for <br />the property owner to the north if that driveway is used for <br />construction traffic. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Mike Oliver of Masteller & Moler, representing the applicant, <br />stated the applicant's intention to construct the new driveway <br />immediately and their desire to have the opportunity to use the <br />north driveway if necessary for construction. The congregation of <br />the church would be informed to use the new driveway to the south <br />beginning immediately. Mr. Oliver stated there would be no <br />problem with leaving the north driveway in the same condition as it <br />is when construction is started. <br />Robert Denton of 11245 Roseland Road expressed some of his <br />concerns regarding the activity at the church's property. Mr. <br />Denton felt this development impacts the surrounding area in a <br />manner which is contrary to the aims of the state and county in <br />trying to protect the area. The development has created a very <br />negative impact on the wildlife which has greatly decreased over <br />the last several years due to the lighting and the level of <br />activity on the church property. Mr. Denton felt that trailers <br />should not be allowed in a residential area; questioned whether <br />signs are allowed and, if so, whether they may be lighted.
