Environmental Issues: During review of a previous site plan <br />application for the site., Environmental Planning staff <br />determined that the site's vegetation had been significantly <br />altered and disturbed, with no actual native vegetation <br />community remaining on site to be preserved. Therefore, no <br />conservation set-aside measures are required. <br />14. Specific Land Use Criteria: The application must satisfy the <br />following specific land use criteria which apply to a place of <br />worship expansion proposed to be constructed in the RS -1 <br />district: <br />a. No building or structure shall be located closer than <br />thirty (30) feet to any property line abutting a <br />residential use or residentially designated property; <br />Note: The 30' setback is satisfied for all proposed <br />buildings. <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by the public works department; <br />Note: The site is accessed from Roseland Road, a major <br />thoroughfare. <br />C. Any accessory residential use, day care facility or <br />school upon the premises shall provide such additional <br />lot area as required for such use by this section and <br />shall further be subject to all conditions set forth by <br />the reviewing procedures and standards for that <br />particular use. Accessory residential uses may include <br />convents, monasteries, rectories or parsonages as <br />required by these regulations; <br />Note: No such accessory uses are proposed. <br />d. Type "C" screening shall be provided along all property <br />boundaries where the facility is located adjacent to a <br />single-family residentially designated property. Type <br />"D" screening shall be provided along all boundaries when <br />the facility is located adjacent to a multiple -family <br />residentially designated property. <br />Note: The plan provides for the required buffering. <br />All of the above specific land use criteria have been <br />satisfied by this site plan application. <br />15. Concurrency: The applicant has chosen not to apply for an <br />initial concurrency certificate at this time and has executed <br />and notarized a concurrency notice form. The notice states <br />that no building permit will be issued for all or any portion <br />of the project unless and until a concurrency certificate is <br />issued for the project. With this notice, all concurrency <br />requirements related to site plan approval have been <br />satisfied. <br />16. Airport Zoning District: The site lies within- an Airport <br />Height Notification Zone, as defined in the county Airport <br />Impact Zoning Ordinance. This requires notification of the <br />FAA for any structures proposed to exceed 25' in height. None <br />of the proposed structures exceeds 25' in height. Therefore, <br />no airport height notification zone regulations apply. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval for the <br />proposed project with the following conditions: <br />JUNE 4 1996 � _ <br />
