4D <br />i <br />1.2 BENEFIT CATEGORIES <br />Beach nourishment projects provide storm and erosion protection benefits and <br />recreational benefits, For the purpose of estimating project benefits, oceanfront <br />properties were grouped into beach areas and shoreline sectors. Beach <br />"sectors° are relatively large groups of properties which are characterized by <br />similar erosion rates, recreational beach areas and types of upland development. <br />Sectors are divisions of beach areas which are characterized by the same <br />degree of beach erosion, morphological and upland characteristics, densities and <br />types of land use, existing beach widths and the existence of erosion control <br />structures. A study of these factors was used to divide the County into eight (8) <br />sectors. The non -oceanfront properties are grouped into a single area. Because <br />of their location, these non -oceanfront properties have no beach erosion. Hence, <br />these properties are grouped into one (1) area. <br />When looked at from an economic point of view, a nourishment project, over its <br />lifetime (in this case a 30 -year project horizon), will generate a stream of benefits <br />to the property owners. These benefits will eventually show up in increased <br />property values greater than what they would have been if the project had not <br />been completed. Even properties not directly on the beach can benefit from the <br />nourishment program because these properties will also become more valuable. <br />An analysis of this type will allow us to allocate benefits to the different groups of <br />oceanfront nropertleS.
