C-> <br />40 <br />ATTACHMENT B <br />SCOPE OF WORK <br />Task 900 - DISINFECTION SYSTEMS EVALUATION <br />Legislation signed as part of the Clean Air Act Amendments (November 15, 1990) included provisions <br />for regulations to be issued by the Environmental Protection Agency (EPA) that would provide <br />significant protection in the event of an accidental release of a hazardous substance. In separate <br />regulations promulgated on January 31, 1994, and on June 20, 1996, EPA created the Accidental Release <br />Prevention (ARP) program. These regulations require that all facilities affected by the ARP program <br />prepare and submit a risk management plan (RMP) no later than June 21, 1999, which documents the <br />hazard assessment, prevention program, and emergency response program necessary to protect public <br />health and tite environment in the event of a catastrophic release of some 14o regulated substances. <br />As part of the program that County staff is compiling, alternative disinfection systeitls are to be <br />investigated that may reduce or remove the risk of a chlorine threat to the surrounding areas in the event <br />of a leak. CDM will perfonrn a desk -top present worth evaluation comparing disinfection alternatives for <br />an on-site sodium hypochlorite generation unit, bulk commercial grade (10-12%) sodium hypochlorite <br />and a conventional gas chlorine system with scrubbers. Capital and operation and maintenance coats, <br />including power, labor, and chemical costs, will be evaluated as well as non economic factors associated <br />with each alternative. Non -economic factors include chemical handling, public safety, daily operation, <br />maintenance, system reliability, regulatory concerns, site availability, and installation experience. A <br />letter report will be provided upon completion of the evaluation. <br />
