FViarr WA,l pm&cn' <br />Page 12 <br />ADDITIONAL SERVICES <br />Task SA: Acquisition of Project Construction Permits <br />tritmostion <br />Correspondence with agencies responsible for processing the construction permits to.- <br />id <br />these Beach Nourishment Project's includes: <br />State (State Lands, Division of Beaches and Coastal Systems) <br />US Army Corps of Engineers <br />National Marine Fisheries Service <br />Environmental Protection Agency <br />U.S. Fish and Wildlife Service (USFWS) <br />St. Johns River Water Management District <br />ATM shall assemble and maintain, in chronological order, all letters and reports <br />applicable to the Project(s) Permit Correspondence for the County. ATM shall establish <br />telephone and written communication with the USACE Jacksonville District and County <br />sufficient to coordinate agency review of the Permit Application, <br />Permitis? Pre -Application Meeting <br />ATM will conduct and coordinate a meeting of the affected agencies in Tallahassee, <br />Florida to review the proposed Projects. ATM will submit a written request to the FDEP <br />Bureau of Beaches and Coastal Systems (the "Department") requesting a pre - <br />application meeting; submit a written request to the USAGE Jacksonville District <br />requesting District representation at the same pre -application meeting; and, generate <br />exhibits for and attend a formal Pre -application Meeting with County Coastal Engineer <br />and staff, USACE Jacksonville District staff, the FDEP Bureau of Beaches and Coastal <br />Systems (RBCS), and the FDEP Office of Protected Species Management staff in the <br />FDEP RBCS office in Tallahassee, Florida. <br />ATM shall distribute a Meeting Outline and lead discussion during .the meeting to: (a) <br />review Project goals and objectives, (b) summarize existing physical and environmental <br />data pertaining to the borrow and beachfill areas, (c) determine FDEP and USACE <br />submittal requirements in ATM preparation of a Joint Coastal Permit application; and (d) <br />discuss submittal requirements and computational methodologies for a mixing zone <br />variance. The meeting shall be held as soon as possible after ATM receives a formal <br />Notice to Proceed with the Project. <br />Beach profile and ebb shoal hydrographic survey data will be utilized to display 'existing' <br />conditions of the beachfill area, The ATM will utilize this information to prepare the <br />appropriate exhibits for presentation to FDEP and USACE staff. Additional submittal <br />requirements deemed appropriate by Bureau staff to allow for complete and favorable <br />staff evaluation of the proposed nourishment of Sectors 1, 2, 3, 5 and 7 will be identified <br />at the meeting. Sectors 5 and 7 will be deleted from these discussions if the County <br />bifurcates this project from Tasks 1 through 3 and elects to undertake this project at a <br />future time. The permit application -processing fee will be verified with Department staff <br />at the Meeting. <br />Potential issues which are anticipated to be of particular interest to USACE District staff <br />include borrow area physical, environmental and cultural resources characteristics, <br />beachfill area physical and environmental characteristics, threatened and endangered <br />species protection, anticipated dredge material transfer methodslschedule, and <br />navigation safety concerns. Submittal requirements deemed appropriate by District <br />staff to allow for complete and favorable staff evaluation of the proposed nourishment of <br />the Project shorelines will be Identified at the meeting. <br />Following. the Pre -Application (Consultation) Meeting,. the ATM shall prepare a Meeting <br />Summary Report for distribution to all meeting attendees which will provide highlight <br />information from the meeting and actions required by ATM and County to complete the <br />Joint Coastal Permit Application, The Meeting Summary Report will be transmitted to all <br />attendees within seven days of the Consultation. <br />
