Keating, IC <br />Community Development D ector <br />THROUGH: Stan Boling;"AICP <br />Planning.Director <br />FROM: Eric Blad s:�P <br />Staff Planner, Current Development <br />DATE: June 18, 1996 <br />SUBJECT: Indian River County Emergency Service's Request for <br />Special Exception Use Approval to Replace an Existing <br />190' Tower with a 350' Tower <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of June 25, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Ericsson, Inc., on behalf of Indian River County, has submitted an <br />application requesting administrative site plan and special <br />exception use approval to construct a 350' tower and an associated <br />equipment building for the county's new 800 MHz communication <br />system. The county has entered into an agreement with Fellsmere <br />Joint Venture (Sun -Ag Farms) to locate the tower on the Farms <br />property. The subject tower site is zoned A-2, and is located one <br />mile or more from all boundaries of Sun -Ag Farms. An existing 190' <br />tower and associated equipment on the subject tower site will be <br />removed prior to construction of the proposed 350' tower and a new <br />support equipment building. Because the proposed tower exceeds the <br />height of the existing tower by more than 10%, and because the site <br />is located within an A-2 zoning district, special exception use <br />approval must be granted for the construction of the tower. <br />Staff has reviewed the administrative approval site plan <br />application submitted in conjunction with the special exception use <br />request and has granted site plan approval subject to the granting <br />of special exception use approval. Therefore, the site plan <br />approval will become effective if and when the Board of County <br />Commissioners grants special exception approval. <br />At its regular meeting of June 13, 1996, the Planning and Zoning <br />Commission voted to recommend that the Board of County <br />Commissioners grant the requested special exception use request <br />with the conditions stated at the end of this report (see <br />attachment #4). The Board of County Commissioners is now to <br />approve, approve with conditions, or deny the special exception use <br />request.
