Board of County Commissioners Meeting Minutes - Final July 12, 2023 <br />County Attorney Dylan Reingold received confirmation that an additional fund <br />would be set up to capture money from the Opioid settlement to be used for <br />dedicated services. Attorney Reingold informed the Board that a budget <br />amendment would be forthcoming for this purpose. <br />There were no comments from the public. <br />DEBT SERVICE/CAPITAL PROJECTS <br />204 DODGER BONDS <br />308 JACKIE ROBINSON TRAINING COMPLEX <br />(fka CAPITAL RESERVE FUND) <br />315 OPTIONAL ONE -CENT SALES TAX <br />23-0619 <br />Attachments: Debt -Capital Projects <br />Budget Director Kristin Daniels reviewed the Debt/Capital Funds, and made <br />mention of the contract changes for the Jackie Robinson Training Complex <br />(JRTC), as well as the Board's decision to reduce the amount of supportive <br />tourist tax revenue; the JRTC budget decrease to $400,000 would be <br />reflected at the Preliminary Budget Hearing. <br />Discussion ensued among the Board and staff regarding the specifics of the <br />Dodger Bonds versus the JRTC. Ms. Daniels clarified the Dodger Bonds <br />were debt service from the County's purchase, and was offset by <br />State -received funds. The County's agreed -to maintenance of the JRTC had <br />been modified to have the County reimburse JRTC staff for the new <br />Championship Hall and asbestos remediation in the Village. <br />AGGREGATE MILLAGE <br />AGGREGATE MILLAGE RATE IS 6.1307 <br />RECAP — TOTAL PROPOSED BUDGET AND PROPOSED MILLAGE RATES <br />County Administrator John Titkanich reviewed the final proposed budget numbers: <br />OVERALL BUDGET <br />Total proposed budget for 2023/24 is $506,235,729, a decrease of $70,269,646. <br />GENERALFUND <br />Proposed millage is 3.5475, 10.72% above rolled back. <br />The proposed budget is $132,409,629, an increase of $1,934,300. <br />MUNICIPAL SERVICE TAXING UNIT <br />Indian River County Florida Paye 15 <br />
