Board of County Commissioners Meeting Minutes - Final <br />July 12, 2023 <br />William Wims, President, New Horizons of the Treasure Coast, requested the <br />Board's reconsideration of the requested 6.9% budget increase. Mr. Wims <br />explained he was trying to pick up the pieces after their CEO had been fired, <br />and recounted his agency's contribution to the community. Commissioner <br />Loar was informed the former CEO had been let go two months prior. <br />Heather Parker, Circuit Director at Guardian ad Litem, and Didi Dickson, <br />Administrative Director at the Office of the Public Defender, thanked the <br />Board for their support. <br />The Chairman called for a recess at 11:20 a.m., and reconvened the meeting at 11:30 <br />a.m. with all members present. <br />NON -DEPARTMENTAL <br />001-110 ECONOMIC DEVELOPMENT DIVISION <br />001-128 CHILDREN'S SERVICES <br />001-137 SEBASTIAN COMMUNITY REDEVELOPMENT AREA <br />001-137 FELLSMERE COMMUNITY REDEVELOPMENT AREA <br />23-0610 <br />Attachments: Non -Departmental <br />Budget and Management Director Kristin Daniels presented the Non <br />Departmental Agencies budgets, starting with Economic Development, which <br />showed a budget decrease attributed to the elimination of a position. Helene <br />Caseltine, Economic Development Director, Indian River County Chamber of <br />Commerce confirmed the budget request. <br />Next, Children's Services Grants showed an increase of 13.5% with funding <br />at the 1/8 of a mil level. Ms. Daniels noted that the grants had been awarded <br />through the CSAC (Children's Services Advisory Committee) process. Bob <br />McPartlan, Sebastian Council member, advocated for fully funding Children's <br />Services programs at the Board -approved 1/4 mil level. <br />Peter O'Bryan requested the Board's consideration to increase funding for <br />Children's Services as there were more applicants than funds. Mr. O'Bryan <br />suggested a four-year step plan, starting this year, to reach the 1/4 of a mil <br />funding. Discussion ensued as Ms. Daniels explained the impact of 3 -year or <br />4 -year incremental phase -ins, and noted the millage rate could not be <br />increased after this meeting. Commissioner Earman expressed his discomfort <br />with making a change at this stage. Mr. Titkanich noted the issue would return <br />in the spring under the tenure of the new Children's Services Director. <br />Indian River County Florida page 8 <br />
