Board of County Commissioners Meeting Minutes - Final <br />July 11, 2023 <br />The Chairman called for a recess at 10:30 am and reconvened the meeting at 10:41 <br />am with all members present. <br />12.G.1. 23-0563 Indian River County's Draft Lagoon Management Plan <br />Recommended Action: Staff recommends the Board authorize staff to move onto the Public Outreach step to <br />move the development of Indian River County's LMP forward <br />Attachments: Staff Report <br />Draft Lagoon Management Plan <br />Melissa Meisenburg, Lagoon Environmental Specialist, utilized a PowerPoint <br />presentation to make known that the initial draft of the Lagoon Management Plan <br />(LMP) had been completed. She stated that the LMP would be subject to public <br />outreach and comment periods before moving on to the implementation phase. All <br />feedback received during this process would be carefully considered, and <br />modifications would be made accordingly. In addition to public comments, meetings <br />would be held with the Commissioners and special interest groups. Ms. Meisenburg <br />commented that Tetra Tech Consultants would facilitate those meetings, and she <br />hoped to schedule one-on-one meetings with Commissioners in July 2023. The final <br />LMP was anticipated to be presented to the Board on September 26, 2023, for <br />consideration and adoption. <br />Commissioner Loar expressed his gratitude towards Ms. Meisenburg and her team <br />for their hard work. Despite the pressure imposed in April 2023, he was pleased to <br />see progress and was excited about the future. <br />Commissioner Flescher and Commissioner Moss agreed with Commissioner Loar <br />and looked forward to gathering input from all parties for potential changes starting in <br />August 2023. <br />Chairman Earman expressed satisfaction with the document, calling it a robust and <br />well -constructed piece of work. He eagerly anticipated seeing the results of the <br />process. He was pleased with the commitment made by Senator Erin Grall, Senator <br />Debbie Mayfield, Representative Thad Altman, and Department of Environmental <br />Protection (DEP) Director John Johnson, who supported funding various water <br />conservation projects. These projects focused on groundwater, Lagoon water, and <br />beach improvements. Chairman Earman was grateful for the support of all those <br />involved in this effort and gave special thanks to Public Works Director Rich Szpyrka <br />and Natural Resources Manager Eric Charest, and was optimistic about the future of <br />Indian River County Florida Page 19 <br />
