40 <br />Parts N, O, and P relate to landfill closures. These parts will be updated as needed for both <br />Segment 1 and the partial closure already taken place on Segment 2. Information submitted <br />previously to FDEP will be referenced as much as possible. <br />Part Q is a requirement to provide financial assurance for closure and for 30 years of long-term <br />care. A detailed closure cost estimate for the Segment 2/Infill Segment Closure and a sinking <br />fund financial analysis to determine annual deposits to a landfill closure escrow account, based <br />on the remaining airspace has been performed and will be included in the submittal. This will <br />include the most recent detailed cost estimate for operation and maintenance of Segment 1, <br />Segment 2, and the Infill segment. <br />The Tire Processing Operation will also be renewed as part of this permit application. <br />Task 2.0 - FDEP STORMWATER PERMIT RENEWAL <br />CDM has contacted FDEP regarding the renewal of the stormwater permit. The stormwater <br />permit was issued to construct and operate a stormwater system at the site and now must be <br />renewed. <br />An Environmental Resource Permit (ERP) is now required for stormwater permitting. FDEP <br />staff has indicated that the conversion of this permit will require submittal of an ERP application. <br />The ERP application form will be completed, however, some information which has already <br />been submitted will be referenced in the form and not resubmitted. Some information will have <br />to be updated with the submittal of this ERP application. <br />The Environmental Resource Permit (ERP) application form consists of Sections A — F and <br />attachments 1-6. For the renewal of the current MSSW permit Sections A, C and E will be <br />completed. Information previously submitted which is still applicable will be referenced to the <br />submittal in which it was included. <br />Section A of the ERP is a general information section consisting of 8 parts. Information <br />regarding the proposed activities, type of permit, ownership, general description of activities and <br />signature pages are part of this section. <br />Section C will be completed and information which includes additional nrnnprt%r .4,.,.h c ><.,,1:.._ <br />_ r 'r• J ......... u.auuu <br />River County has recently acquired will be shown. <br />Section E requires detailed information regarding any site improvements or stormwater <br />improvements which affect wetlands or surface waters. Since construction of additional <br />stormwater facilities was recently completed, some limited information will be supplied <br />regarding the landfill area and stormwater facilities. A map showing the entire property <br />boundary of the landfill on a recent aerial will be included as part of the submittal. Aerial <br />photography will be performed by a subconsultant to CDM to show the existing and additional <br />property owned by the SWDD at the landfill.
