BUTLER, CLERK <br />Requirements for Small Unmanned Aircraft System <br />All requests to purchase Small Unmanned Aircraft System (SUAS) must comply with Information Bulletin (IB) 426 and <br />must include the policies and procedures in place to safeguard individuals' privacy, civil rights, and civil liberties in the <br />jurisdiction that will purchase, take title to, or otherwise use the SUAS equipment. <br />Funding for Critical Emergency Supplies <br />Critical emergency supplies—such as shelf stable products, water, and basic medical supplies—are an allowable <br />expense under EMPG. DHS/FEMA must approve a state's five-year viable inventory management plan prior to allocating <br />grant funds for stockpiling purposes. The five-year plan should include a distribution strategy and related sustainment <br />costs if the grant expenditure is over $100,000. <br />Equipment Acquisition Costs Supporting Documentation <br />• Provide copies of invoices, receipts and cancelled checks, credit card statements, bank statements for proof of <br />payment. <br />• Provide the Authorized Equipment List (AEL) # for each equipment purchase. <br />Unauthorized Equipment - Related Costs <br />• Unallowable Equipment: Grant funds must comply with IB 426 and may not be used for the purchase of the following <br />equipment: firearms, ammunition, grenade launchers, bayonets, or weaponized aircraft, vessels, or vehicles of any <br />kind with weapons installed. <br />• Expenditures for weapons systems and ammunition. <br />• Costs associated with hiring, equipping, training, etc. sworn public safety officers whose primary job responsibilities <br />include fulfilling traditional public safety duties such as law enforcement, firefighting, emergency medical services, or <br />other first responder duties. <br />• Costs that supplant traditional public safety positions and responsibilities. <br />• Activities and projects unrelated to the completion and implementation of the EMPG Program. <br />• Clothing used for everyday wear by emergency management employees or other personnel. <br />As defined in section 200.310 Insurance Coverage: The non-federal entity must, at a minimum, provide the equivalent <br />insurance coverage for real property and equipment acquired or improved with Federal funds as provided to property <br />owned by the non-federal entity. Federally -owned property need not be insured unless required by the terms and <br />conditions of the Federal award. <br />D. Allowable Training Related Costs <br />EMPG Training funds may be used for a range of emergency management -related training activities to enhance <br />the capabilities of local emergency management personnel through the establishment, support, conduct, and <br />attendance of training. Training activities should align to a current IPP developed through an annual Integrated <br />Preparedness Program Workshop (IPPW). Training should foster the development of a community -oriented <br />approach to emergency management that emphasizes engagement at the community level, strengthens best <br />practices, and provides a path toward building sustainable resilience. <br />All EMPG-funded personnel are expected to be trained emergency managers. In addition to training activities <br />aligned to and addressed in the IPP, all EMPG -funded personnel (including full- and part-time state, local, tribal, <br />and territorial (SLTT) recipients and Sub -Recipients) shall complete the following training requirements and <br />record proof of completion: <br />(1) NIMS Training, Independent Study (IS) -100 (any version), IS -200 (any version), IS -700 (any version), and IS - <br />800 (any version) AND; <br />(2) Professional Development Series (PDS) OR the Emergency Management Professionals Program (EMPP) <br />Basic Academy listed in the chart below. <br />Professional Development Series or Basic Academy <br />41 <br />
