REPORT ON HURRICANE "BERTHA" <br />Emergency Services Director Doug Wright reported that at 11 <br />p.m. last night "Bertha" took a northwest turn. He advised the <br />healthy category 3 storm was approximately 1,840 miles south of <br />Vero Beach, with sustained winds at 115 mph, gusting to 138 mph, <br />and was moving at approximately 17 mph to the northwest. The <br />National Hurricane Center forecasted the storm to be about 250 <br />miles east of the Treasure Coast by tomorrow afternoon. He <br />emphasized that our area is still not out -of -the -woods and people <br />must remain vigilant. There will be beach erosion, rough seas and <br />severe rip currents. He explained current weather influences on <br />the storm and where it could make landfall. While he had a high <br />confidence in the forecast that the storm would continue on a <br />northwesterly course, a margin of error does exist. Staff will <br />continue to monitor the storm; there is a possibility of a tropical <br />storm watch being issued for some east coast counties of Florida <br />this afternoon or evening. <br />Director Wright suggested the Board consider authorizing a <br />resolution, as a precautionary measure, declaring a state of local <br />emergency if something should change during the night when it is <br />difficult to get the Board together. <br />Vice Chairman Eggert stressed she would like to have the Board <br />give her permission to sign the resolution should the need arise. <br />County Attorney Vitunac advised the proposed resolution was <br />the same as was passed last year for Hurricane "Erin". <br />RESOLUTION 96 - <br />INDIAN RIVER COUNTY RESOLUTION DECLARING <br />STATE OF LOCAL EMERGENCY <br />WHEREAS, the National Hurricane Center recognizes the danger <br />to coastal residents of Florida from Hurricane Bertha, by <br />posting a hurricane from <br />to ; and <br />WHEREAS, Indian River County has high evacuation times to <br />evacuate residents from the hazards of a hurricane; and <br />WHEREAS, the current forecast error of the National Hurricane <br />Center does not allow for a confident prediction of the track <br />of Hurricane Bertha at that point in time, coinciding with <br />Indian River County's high evacuation times; and <br />WHEREAS, Hurricane Bertha has the potential for causing <br />extensive damage to public utilities, public buildings, public <br />communication systems, public streets and roads, public <br />drainage systems, commercial and residential buildings and <br />areas; and <br />13 BOOK 98 F,1GE505 <br />July 9, 1996 <br />
