ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board (1) approved the <br />renovation of the E911 Center; (2) authorized <br />Communications International to provide the labor <br />and materials for the work associated with the <br />renovation of the E911 Center; (3) approved the <br />purchase of the STS Communications Consoles for the <br />E911 Communications Center; (4) approved funding for <br />STS Consoles at the Vero Beach Policy Department <br />Public Safety Answering Point; and (5) approved the <br />purchase of seven intensive use series chairs for <br />the E911 Communications Center, with the caveat that <br />an attempt be made to purchase the chairs at a <br />lesser cost. <br />ABLE AMBULANCE - RENEWAL OF CLASS "B" CERTIFICATE OF <br />PUBLIC CONVENIENCE AND NECESSITY <br />The Board reviewed a Memorandum of July 5, 1996: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County A istrator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: July 5, 1996 <br />SUBJECT: Renewal of Able Ambulance Class °B° Certificate of Public <br />Convenience and Necessity to Provide Non -Emergency <br />Advanced Life Support Interfacility Transport Services <br />It is respectfully requested the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the meeting scheduled for July 16, 1996. <br />DESCRIPTION AND CONDITIONS <br />On August 9, 1994, the Indian River County Board of County <br />Commissioners approved a Certificate' of Public Convenience and <br />Necessity to provide ALS/BLS non -emergency interfacility transport <br />services within Indian River County pursuant to Chapter 304 of the <br />Indian River County Code of Laws and Ordinances. <br />The certificate was issued for a period of two years as provided by <br />the ordinance referenced above. The certificate will expire on <br />August 9, 1996, and the renewal process should be accomplished <br />prior to that date. <br />ALTERNATIVES AND ANALYSIS <br />The Indian River County Code provides for routine renewal of the <br />Certificate of Public Convenience and Necessity on application by <br />the certificate holder. This can be accomplished without a public <br />hearing if the Board has no reason to believe that the public <br />health, safety, and welfare require it. Staff submits that there <br />is no reason to hold a public hearing and absent that requirement, <br />requests the Board issue and renew the certificate routinely. <br />An application has been completed requesting renewal of the <br />certificate. The EMS Director and Medical Director have reviewed <br />the application, EMS protocol, and other pertinent facts and <br />information and after consultation with the County Attorney, <br />certifies no reasons are known or perceived that would require a <br />public hearing pursuant to the established ordinance. <br />JULY 169 1996 27 BooF 98 fw+. 557 <br />
