Baker <br />Director of Personnel <br />SUBJECT: HEALTH INSURANCE <br />DATE: June 24, 1996 <br />On February 27, 1996, the Board of County Commissioners approved <br />-Siver ,Insurance Management Consultants to provide professional <br />services in reviewing and making recommendations concerning the <br />County's group health insurance plan. <br />Siver Insurance Consultants prepared Request for Proposals. (RFPs) <br />for the purpose of soliciting competitive bids. Attached is <br />Siver's Analysis and Recommendation for the Board to review. <br />Siver's recommendation is based on the following: <br />Lowest Cost plan that closely mirrors the County's current benefit <br />plan. <br />28.14% lower than renewal costs from the incumbent insurance <br />carrier. <br />Substantiall; expanded Provider Network. <br />More aggressive preferred provider medical discounts. <br />The consultant who assistedi with the project Robert F. McBurney, <br />MSA, FLMI will be at the Board meeting to make a brief presentation <br />and answer any questions from the*Board. <br />The Board of County Commissioners award the bid for the group <br />health insurance to Blue Cross Blue Shield of Florida, Plan A as <br />the Third* Party Administrator and John Alden Life Insurance Company <br />as the Excess Stop -Loss Carrier. <br />County Administrator Chandler advised that there was quite a <br />bit of discussion at the meeting two weeks ago about the <br />feasibility of getting local representation in handling our claims. <br />JULY 169 1996 28 <br />
