40 <br />Revised June 1, 1999 <br />Attachment A <br />SCOPE OF SERVICES AND SCHEDULE <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />ENGINEERING SERVICES FOR SOLID WAS'T'E MASTER PLAN <br />Project Understanding <br />The Indian River County Solid Waste Disposal District (SWDD) is responsible for the <br />supervision and operation of solid waste collection, recycling and disposal within <br />unincorporated Indian River County. The SWDD has franchise agreements with two <br />collection franchisees to pick up and deliver Class 1, C&D, and recyclable materials to <br />the Indian River County Landfill Facility. Residential customers in the towns of Orchid <br />and Fellsmere may purchase collection services on a voluntary basis from the County's <br />franchise haulers. Therc are also interlocal recycling agreements with all the Cities in <br />Indian River County. <br />The Indian River County Landfill is the recycling, and disposal point For Class 1, C&D, <br />and recyclable materials in Indian Diver County. "rhe proper function and capacity of this <br />facility is vital to the County's short and long -terns solid waste management success. <br />During the period of 1994 through 1997, SWDD acquired property northeast and south of <br />the existing 273 acre landfill for expansion of recycling operations, C&D processing, <br />solid waste disposal, and other uses. <br />The County has now completed a Class I infill cell between Segments I and 2 which will <br />be filled in the first half of the next decade. The County must determine the location and <br />cost of Segment 3 on site. however, the County wishes to consider other alternatives <br />including offsite disposal of Class I waste rather than constricting a new landfill cell. <br />Since the County prepared a Solid Waste Mastcr Plan in 1994 significant changes have <br />occurred in the solid waste industry. The industry has evolved into a highly competitive <br />market which pits local governments against national and international private solid <br />waste firms. County solid waste management systems must be highly competitive or risk <br />losing solid waste "[low" control. <br />Therefore, the County has requested Glace & Radcliffe, Inc. (G&R) prepare an update of <br />its 1994 Master Plan. This update will include, generally the following: <br />• Updated population and waste generation projections <br />• Develop a long term build out plan For the ERC landfill site <br />
