r <br />Subtask 4.7 Task 4 `technical Memorandum <br />G&R will statistically analyze sorting data and provide Indian River County with an <br />updated waste composition analysis in the form of two (2) technical memorandums. The <br />first report will be prepared after the summer sampling event, while a final version will <br />be available after the late fall sampling. The reports will identify and provide <br />explanations for significant differences in the results of this waste composition study <br />compared with the 1994 study. The report will identify unique aspects of the County's <br />waste stream and specifically address the success of the current recycling; program. In <br />addition, the G&R project team will recommend recoverable materials to he targeted for <br />recycling program expansion. Information provided in the reports will be used for <br />subsequent tasks in the County's Solid Waste Master Plan. <br />"Task 5.0 Review of Solid Waste Ordinances/Agreements Related to Collection <br />Processing and Disposal <br />Subtask 5.1 Review of Aureements and Ordinances <br />G&R will review lRC's ordinances regarding solid waste management. Emphasis on the <br />review will consider the ability of the County to modify its system and maintain revenues <br />as compared to other County solid waste systems. <br />Franchise collection agreements and ordinances will also be reviewed to determine the <br />most appropriate time for the County to consider rebidding of the Franchises or <br />modification of the current agreements to improve such services. <br />G&R will review the CRC's solid waste contracts with private vendors in comparison to <br />other County agreements. Potential contracts with other Counties to "piggyback" Indian <br />Diver County for more favorable contract considerations will he presented. <br />SWDD's interlocal agreements will be reviewed in detail. Particular emphasis will be <br />directed towards changes legislatively and via court decisions regarding the County's <br />ability to control solid waste into the system. <br />"The current contract with WMI/USA Waste will be reviewed along with the costs for <br />operation. Financial obligations of (lie County will be determined for subsequent task <br />analysis. <br />Subtask 5.2 Task 5 Technical Memorandum <br />G&R will prepare a summary memorandum of the findings and recommendations <br />regarding the review of interlocal agreements and ordinances. A meeting will be held <br />with County staff to discuss (he findings and receive direction regarding; proposed <br />changes. <br />
