• <br />G&R project team will consider the feasibility of expanding the current recycling <br />program to enhance revenues and will recommend ways of reducing marketing costs and <br />improving material recovery. <br />Task 9.0 RecyclinglMaterial Recovery Program Evaluation <br />Subtask 9.1 Existing Program Evaluation <br />G&R will perform in evaluation of the current recycling; program. This evaluation will <br />include a combination of the unit cost and revenue of the residential and commercial <br />recycling program along with potential modifications to the system. The fallowing <br />modifications will be considered in the analysis: <br />• Curbside vs MRF Sort <br />• Modifying frequency of collection <br />• Additional materials such as C&D,cardboard or magazines <br />Part of the analysis will include a comparison to other County or private recycling <br />programs. An assessment of additional feasible recovered materials will also be provided <br />along with consideration of options to modify sorting systems or other systems to <br />improve system revenues. Additional analysis will consider the practicality of <br />privatization of recycling; operations. <br />Subtask 9,2 Future Expansion <br />G&R based upon prior projections of recovered material quantities, will develop potential <br />expansion programs for recovered materials. Options will include expansion of the <br />existing system and recommendations for alternative systems proposed in Subtask 9.1. A <br />key component of the evaluation will develop the needed revenues and potential sources. <br />Any expansion of additional recovered materials will include options to assure a stable <br />revenue source or establish the feasibility of private industry encumbering the risk <br />without guarantee of materials from IRC. <br />Task 10.4 Solid Waste Processing and Disposal Technology <br />The G&R project teaam will prepare a summary and evaluation of potential alternate solid <br />waste processing and disposal technologies including offsite transfer of solid waste. This <br />evaluation will present the feasibility of implementing each technology for IRC. <br />Conceptual cost estimates of implementing a particular option will be presented. With III <br />options, G&R will discuss the potential for private companies to construct and operate <br />such alternative facilities or systems. <br />
