R atin Al <br />THROUGH: Sasan Rohani, AICP jg- <br />Chief, Long -Range Planning <br />FROM: John Wachtel�j' <br />Senior Planner, Long -Range Planning <br />DATE: July 9, 1996 <br />RE: Beazer Homes Florida, Inc.'s Request to Rezone <br />Approximately 8.3 acres from A-1 to RS -6 <br />(RZON 95-11-0136) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 23, 1996. <br />DESCRIPTION AND CONDITIONS <br />This is a request to rezone the western 8.3 acres of the approved <br />Island Club Planned Development Subdivision. Located on the <br />barrier island, west of -SR AIA and abutting the north boundary of <br />the Town of Indian River Shores, the Island Club Subdivision is <br />owned by Beazer Homes Florida, Inc., a Delaware corporation. The <br />request involves rezoning the property from A-1, Agricultural <br />District (up to 1 unit/5 acres), to RS -6, Single -Family Residential <br />District (up to 6 units/acre). <br />On February 20, 1996, the Board of County Commissioners voted 5-0 <br />to give Conceptual Planned Development plan and special exception <br />approval to the Island Club Planned Development Subdivision. Such <br />projects can be approved even when they contain agriculturally <br />zoned land, if the area is designated for residential uses, and <br />certain other criteria are met. <br />During the preliminary plat approval process, the applicant agreed <br />to apply for the subject rezoning prior to final plat approval. As <br />promised, the applicant submitted the rezoning application before <br />the Board of County Commissioners approved the final plat. <br />This arrangement let the developer proceed with approval and <br />construction of his subdivision, while the rezoning was being <br />processed. The rezoning is needed as a "house keeping" measure, so <br />that, when the 40 acres to the west of Island Club are eventually <br />rezoned and developed, there is no 8.30 acre hiatus of A-1 zoned <br />property. The rezoning will also make the area's zoning pattern <br />more logical and efficient. <br />On June 27, 1996, the Planning and Zoning Commission voted 5-0 to <br />recommend that the Board of County Commissioners approve this <br />request to rezone the subject property to RS -6. <br />20 <br />JULY 239 1996 <br />M M M <br />
