L� <br />South: Lying across CR 510 to the south of the property is a <br />grove which has a residential land use designation. There is <br />no buffer required along the south property line adjacent to <br />CR 510, since the applicant is providing a 150' transitional <br />area. <br />East: To the east of the project site is Oceanaire Heights <br />and Spring Place, subdivisions which are residentially <br />designated and residentially developed. Along the east <br />boundary of the project site the developer is proposing to <br />provide a Type "C" buffer which satisfies the applicable PD <br />buffering requirements (915.16). Principal structures will be <br />set back 25' from the east property line and.pools and decks <br />will be set back 101, as allowed on residential lots <br />throughout the unincorporated area of the county. <br />CONCLUSION: <br />The requested PD rezoning and corresponding conceptual PD plan are <br />compatible with the surrounding area, consistent with the <br />Comprehensive Plan, meet all concurrency requirements, and are <br />consistent with the site's L-2, Low Density 2 (up to 6 units/acre), <br />land use designation. The subject property is suitable for <br />residential development given its surrounding future land use map <br />and zoning designations, and its proximity and direct access to CR <br />510. The preliminary PD plan is consistent with the proposed PD <br />rezoning and the conceptual PD plan, and meets or exceeds <br />applicable land development regulation requirements. <br />RECONMEIiDATION : <br />Staff recommends that the. Board of County Commissioners grant <br />approval of the PD rezoning request and the PD conceptual plan <br />subject to the following conditions: <br />a. That temporary construction access from Jungle Trail be <br />prohibited, except for construction and landscaping activities <br />occurring within the Jungle Trail buffer and on the project's <br />Jungle Trail perimeter. <br />b. That prior to the issuance of a land development permit (LDP) <br />for subdivision improvements, the applicant shall submit <br />detailed Jungle Trail buffer area landscape plans that comply <br />with the Jungle Trail Management Plan. <br />C. That prior to the issuance of an LDP, the applicant shall <br />obtain approval from the Planning Division and Department of <br />Emergency Services of a detail of the project's emergency <br />access point at Coco Plum Lane. <br />d. That prior to the issuance of a certificate of completion for <br />phase I, an 8' bikepath shall be built or bonded for along the <br />project's CR 510 frontage. <br />e. That prior to the issuance of a certificate of completion for <br />phase II, the left -turn lane on CR 510 shall be completed. <br />f.
