While the Jungle Trail Management Plan does <br />not address the use of the Trail as access for development <br />purposes, it has been the past practice of staff to discourage <br />the use of the Trail for access. It is staff's opinion that <br />the developer should be prohibited from using.Jungle Trail as <br />a construction access for the project and that project <br />construction traffic should use the project's CR 510 frontage <br />for access. The intent of such a prohibition is to keep <br />Jungle Trail from being used as a construction access entrance <br />which could have a high volume of daily traffic. It is <br />acknowledged that a citrus operation will remain in the <br />northern phases of the project and will continue to be <br />accessed by Jungle Trail until the citrus operation is <br />concluded. There will also be some project -related site work <br />along Jungle Trail (e.g. Jungle Trail buffering, <br />infrastructure improvements along the Trail perimeter) that <br />will need to be handled from the Jungle Trail side of the <br />project perimeter. Staff's recommendation at the end of this <br />report would allow for such limited use of Jungle Trail. <br />19. Use of Tracts: <br />Tracts B,C,I - Drainage facilities and common area for <br />recreation, open space and landscaping. <br />Tract D - Multi-purpose recreation facility, 3,000 square foot <br />Property Owners Association building, tennis courts. These <br />improvements require Indian River County site plan approval. <br />Tracts E, F, H - Common area for recreation, open space and <br />landscaping. <br />Tract G - Common recreation area, open space, landscape, and <br />double frontage buffer. <br />Tract J - Landscape buffer/double frontage buffer, and <br />emergency access. <br />Note: Tract A is reserved for future development. Any such <br />development must be consistent with the uses in the proposed <br />PD zoning district, or the tract must be rezoned. <br />20. Landscaping and Buffering: The planned development <br />compatibility standards require a 25' perimeter building <br />(residence) setback within all planned developments. <br />Landscape buffers can be required within these setbacks, <br />depending upon the proposed type of development within the PD <br />and adjacent development or zoning. For this project, buffers <br />are required as follows (see attachment #7): <br />North: Along the north property line, the proposed project is <br />adjacent to the Town of Orchid. The property within the Town <br />of Orchid adjacent to the project has been dedicated as a <br />conservation tract, with Jungle Trail just to the north of the <br />conservation tract. That conservation tract is the Jungle <br />Trail buffer area. The applicant is proposing a Type "C" <br />landscape buffer for this area, which will satisfy, the <br />applicable PD buffering requirements (915.16). <br />West: The west project perimeter is adjacent to Jungle Trail. <br />As earlier described, the applicant will be removing the <br />existing citrus and providing a buffer consistent with the <br />Jungle Trail Management Plan.
