14. Utilities: County potable water and wastewater services are <br />available to the site, and connection is mandatory. The <br />project will connect to county water and wastewater services. <br />County Utilities has approved the connection to water and <br />wastewater. <br />15. Dedications and Improvements: The developer is required to <br />construct an S' wide bike path along the project's CR 510 <br />frontage. The bike path will need to be built or bonded prior <br />to the issuance of a certificate of completion for phase I. <br />As earlier referenced, the developer will also be required to <br />construct a left -turn lane on CR 510 at the project entrance. <br />16. Proposed PD Waivers: The proposed waivers available through <br />the PD process were discussed in the PD zoning analysis. <br />Please reference that section for waivers proposed by the <br />development. <br />17. Pedestrian Circulation: The subdivision will have a 4' <br />sidewalk along the main north/south entry road. The 4' <br />sidewalk will brandh-off from the main road at Tract H and <br />provide a north/south pedestrian corridor through the project. <br />Pedestrian travel in the east and west direction can be <br />accommodated by the proposed roadways, since these are lower <br />traffic volume roadways. Three_ external pedestrian <br />connections will also be provided, one to Coco Plum Lane and <br />two to Jungle Trail. <br />18. Jungle Trail: The project borders Jungle Trail along its <br />western perimeter for approximately 2,6001. The conceptual <br />and preliminary PD plans provide for a 30' Jungle Trail buffer <br />as required in the Jungle Trail Management Plan. The <br />developer proposes to remove the existing citrus trees and <br />exotics within the.Jungle Trail buffer zone and replant the <br />buffer zone in accordance with the criteria of the Jungle <br />Trail Management Plan (see attachment #5). Generally, the <br />Jungle Trail Management Plan requires that a buffer be planted <br />that will form a 7' high visual screen with 60% opacity within <br />2 years after planting. At maturity, 50% of the buffer must <br />be covered by tree canopy. Planning staff agrees with the <br />applicant's proposal to remove citrus trees and replant the <br />buffer area, since the replanting of the buffer area will <br />ultimately produce a more "jungle like" atmosphere along <br />Jungle Trail. The applicant will need to submit a detailed <br />Jungle Trail landscape plan to staff, and obtain staff <br />approval of that plan, prior to issuance of a land development <br />permit for Phase I. <br />The developer may also construct a fence within the Jungle <br />Trail buffer. The fence would be permitted, provided that it <br />meets certain criteria. Generally, the following criteria <br />would need to be met for fence construction: <br />• the fence must be less than 50% opaque when viewed at a <br />right angle to the fence; and <br />• the fence must be located in the outer (eastern) 10' of <br />the buffer, i.e. more than 20' from the travel way; and <br />• no native vegetation in the buffer can be removed to <br />construct the fence. <br />The developer is also proposing a temporary vehicular access <br />point to Jungle Trail near CR 510 for access to a construction <br />43 BOOK 98 Pi r, 619 <br />JULY 239 1996 <br />
