DESCRIPTION OF PROPOSED PROJECT <br />BETWEEN THE ONE MILE ATLANTIC COASTAL RIDGE AND INTERSTATE HIGHWAY 1-95 (TEN MILL: <br />RIDGE) WITHIN INDIAN RIVER COUNTY LIES 7HE INDIAN RIVER FARMS WATER CONTROL DISTRICT <br />(A FS CH. 299 DRAINAGE DISTRICT) WATERSHED AREA. THIS APPROXIMATE 50,000 ACRE <br />WATERSHED INCLUDES ALMOST ALL OF TOWNSHIP 33 SOUTH, RANGE 39 EAST; SECTIONS 4 - 9. <br />15-22.27-35 IN TOWNSHIP 32 SOUTH, RANGE 39 EAST; AND SECTIONS 1-5, 9-16,22-27,34-36, IN <br />TOWNSHIP 33 SOUTH, RANGE 30 EAST (SEE ATTACHED MAP LABELED EXHIBIT -A- AND "A-1"), <br />THREE PRIMARY OUTFALLS, THE MAIN RELIEF CANAL, THE NORTH RELIEF CANAL, AND THE SOUTH <br />RELIEF CANAL, DISCHARGE APPROXIMATELY 100 MILLION GALLONS OF RUNOFF OVER THE <br />WATERSHED AREA DURING AN AVERAGE DAY. <br />THE RUNOFF IS STORED OR ATTENUATED WITHIN THE 100 YEAR FLOOD -PLAIN BOUNDARY <br />PRIOR TO THE OUTFALLS BEING ABLE TO DISCHARGE IT. FLOODING OCCURS WITHIN THE 100 <br />YEAR FLOOD PLAIN AND IN LOCALIZED AREAS. OLDER DEVELOPMENTS WITHIN THE 50,000 ACRE <br />WATERSHED PROVIDE MINIMAL OR NO WATER QUALITY TREATMENT. THE FRESHWATER RUNOFF <br />DEGRADES THE QUALITY OF THE BRACKISH ESTUARINE ENVIRONMENT, INCREASE SUSPENDED <br />SOLID LOADING IN SEAGRASS AREAS, AND POLLUTES THE INDIAN RIVER LAGOON. <br />THE PROPOSED PROJECT IS TO DEVELOP A MASTER STORMWATER MANAGEMENT PLAN <br />COMPRISED Or RETENTIONIDETENTION PONDS CONNECTED TO THE INDIAN RIVER FARMS WATER <br />CONTROL DISTRICT CANAL SYSTEM WHICH WILL REDUCE FLOODING AND REMOVE STORMWATER <br />POLLUTANTS. <br />PRELIMINARY MAPPING OF THE PROJECT HAS BEGUN. <br />2). Is the project proposed to meet NPDES requirements'? please explain how this project will do that. <br />. 10 points <br />THE NPDES STORMWATER PHASE 11 INTERIM RULE HAS LISTED INDIAN RIVER COUNTY AS A SMALL <br />MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) SINCE THIS WATERSHED AND OTHERS <br />DISCHARGE INTO THE INDIAN RIVER LAGOON, IN 2001, INDIAN RIVER COUNTY WILL BE REQUIRED TO <br />IDENTIFY TOTAL MAXIMUM DAILY LOADING (TMDLs) FOR THIS AREA. THIS PROJECT WILL TREAT <br />RUNOFF TO REMOVE POLLUTANTS, THEREBY ACHIEVING REDUCING POLLUTANT LOADING FOR THE <br />INDIAN RIVER LAGOON WATERSHED.
