(i.e. NBP, Upper St, Johns River Basin, Lake Jesup, PLRGs, etc,)-- 15 <br />points <br />THE PROJECT IS CONSISTENT WITH THE FOLLOWING GOALS OF THE ST, JOHNS RIVER WATER <br />MANAGEMENT DISTRICT - DISTRICT WATER MANAGEMENT PLAN (MARCH. 1995) <br />FLOOR PROTECTION - TO MINIMIZE THE POTENTIAL FOR DAMAGE FROM FLOODS BY PROTECTING <br />AND RESTORING THE NATURAL WATER STORAGE AND CONVEYANCE FUNCTIONS OF FLOOD PRONE <br />AREAS WITH PREFERENCE GIVEN TO THE USE OF NON-STRUCTURAL SURFACE WATER <br />MANAGEMENT METHODS (PG. 40) <br />" THIS PROJECT WILL PROVIDE A STORMWATER MASTER PLAN TO REDUCE FLOODING BY <br />WATER STORAGE WITHIN THE 100 -YEAR FLOODPLAIN, <br />WATER QUALITY MANAGEMENT • TO PROTECT EXISTING SURFACE AND GROUND WATER QUALITY <br />FROM DEGRADATION AND, WHERE- APPROPRIATE, TO IMPROVE AND RESTORE THE QUALITY OF <br />WATERS NOT CURRENTLY MEETING WATER QUALITY STANDARDS (PG. 60) <br />THIS PROJECT WILL PROVIDE A STORMWATER MASTER PLAN TO CAPTURE UNTREATED <br />STORMWATER RUNOFF FROM URBANIZED AND URBANIZING AREAS. THE RUNOFF WILL BE <br />DETAINEDIRETAINED TO REMOVE POLLUTANTS. DURING PERIODS OF LOW RAINFALL, FRESHWATER <br />DISCHARGE TO THE INDIAN RIVER LAGOON WILL BE ELIMINATED, DURING WET SEASON CONDITIONS <br />THE DISCHARGE WILL BE TREATED BY DETENTION PRIOR TO REDUCED DISCHARGE TO THE INDIAN <br />RIVER LAGOON. <br />THIS PROJECT IS SPECIFICALLY INCLUDED ON PANE 298 OF THE PLAN AS FOLLOWS; <br />"CREATION OF LOCAL. STORMWATER MANAGEMENT PLANS" TO IMPROVE Ttw QUALITY OF <br />STORMWATER RUNOFF. (SEE ATTACHED PAGES -EXHIBIT `B") <br />(CONTINUED ON SEPARATE PAGES] <br />4). Coes data show a trend in declining water quality of the receiving water body? - 10 poiw'; <br />THE PROJECT WILL PROVIDE FLOOD PROTECTION, FLOODING OCCURS IN THE WATERSHED <br />AREA, PARTICULARLY ALONG 35TH AVENUE SOUTH OF 1211-1 STREET. PROPERTY DAMAGE DOES <br />OCCUR, THE DEVELOPMENT OF A STORMWATER MASTER PLAN WILL IDENTIFY THE AREAS WHERE <br />FLOOD WATERS CAN BE STORED. THE LOCAL NEWSPAPER RECENTLY PUBLISHED THE ATTACHED <br />EDITORIAL CARTOON (SEE EXHIBIT C ). THE MASTER PLAN WILL ADDRESS WATER QUALITY <br />CONCERNS (FRESHWATER AND POLLUTANT LOADING) IN THE INDIAN RIVER LAGOON.
