Hartman & Associates, <br />Inc. (HAI), hereinafter referred to as the Consultant, proposes to furnish professional services for <br />Indian River County, hereinafter referred to as the County for the scope outlined below for the <br />fees stipulated herein. <br />Scope of Services <br />1. The Consultant will meet with the appropriate County staff to identify pertinent issues <br />regarding historic and current extension of water and wastewater service policies. It is <br />anticipated that the County will provide all such data, information and material including but <br />not limited to ordinances, codes, agreements and internal memorandums concerning the <br />connection and extension issues. <br />2. The Consultant will conduct a limited survey of other local governments for the purpose of <br />identifying policies being used with respect to extension of water and wastewater services. <br />3. The Consultant will review the County's current policies and practice to identify the <br />effectiveness of equitably recovering the costs associated with the extension of water and <br />wastewater services. <br />4. The Consultant will summarize the survey and review of the County's practice and present <br />findings to the Utilities Advisory Committee.
