C-3 <br />Subgrantee. In the event the Grantee determines a duplication of <br />benefits has occurred, the Subgrantee hereby authorizes the <br />Grantee or the comptroller of the State of Florida to take offset <br />action against any other available funding due the subgrantee. <br />The comptroller is authorized to pay such offset to the Grantee <br />upon written notice from the Grantee. <br />5, COMPLIANCE WITH ENVIRONMENTAL, PLANNING AND PERMITTING <br />LAWS: The Subgrantee shall be responsible for implementation and <br />completion of the approved projects described in the PW(s) in a <br />manner satisfactory to the Grantee, and in accordance with <br />applicable federal, state, and local statutes, regulations, <br />plans, and policies. Any development authorized by, any <br />development order issued by, any permit issued by, or any <br />development activity undertaken by, the Subgrantee, and any land <br />use permitted by or engaged in by the subgrantee, shall be <br />consistent with the local comprehensive plan and land development <br />regulations prepared and adopted pursuant to chapter 163, Part <br />11, Florida Statutes. Funds shall be expended for, and <br />development activities and land uses authorized for, only those <br />uses which are permitted under the comprehensive plan and land <br />development regulations. The subgrantee shall be responsible for <br />ensuring that any development permit issued and any development <br />activity or land use undertaken is, where applicable, also <br />authorized by the pertinent Water Management District, the <br />Florida Department of Environmental Protection, the Florida <br />Department of Health, and any Federal, state or local <br />Pa0e 5 <br />F['MA-1 ]00 -DR -FL <br />
