Skok, Infrastructure Project Manager <br />SUBJECT: Award of Bid No. 2024016 <br />Sporting Clays Facility Improvements (IRC -1847) <br />DATE: November 29, 2023 <br />DESCRIPTION AND CONDITIONS <br />8,L., <br />The Indian River County Public Shooting Range is located in a wetlands area that can create problems <br />for the range during the rainy season. During the rainy months, the sporting clay course trails within the <br />shooting range become impassable as water stands above ground for very long durations. Staff has <br />designed improvements to the trails that include constructing shell golf cart paths and shooting stand <br />pads. <br />On August 15, 2023, the Board of County Commissioners approved Amendment 3 with the Florida Fish <br />& Wildlife Conservation Commission (FWC) which provides for FWC funding assistance toward these <br />improvements in the amount of $200,000.00. <br />A bid opening for the project was held on November 29, 2023. As summarized below, four (4) <br />responsive bids were received and opened during a public meeting. A detailed bid tabulation is on file <br />and available for viewing in the Public Works Engineering Division. Bid totals are as follows: <br />COMPANY <br />BID AMOUNT <br />GRSC, Inc., Stuart, Florida <br />$399,120.00 <br />Jobear Contracting, Inc., Palm Bay, Florida <br />$518,074.60 <br />SoCal Shaker Plates & Construction Site Services, LLC <br />Lake Elsinore, California <br />$627,267.00 <br />West Construction, Inc. <br />$690,156.00 <br />GRSC, Inc. is considered to be the lowest, responsive, responsible bidder for the project with a bid <br />totaling $399,120.00, which is $27,880, or 6.5%, below the project Cost Estimate of $427,000.00. GRSC, <br />Inc. has not previously worked on a County project. <br />108 <br />
