40 <br />• <br />E' <br />16.2. In evaluating Bids, Owner shall consider the qualifications of the Bidders, whether <br />or not the Bids comply with the prescribed requirements, and alternates and unit <br />prices if requested in the Bid forms. It is Owner's intent to accept alternates (if any <br />are accepted) in the order in which they are listed in the Bid form, but Owner may <br />accept them in any order or combination. <br />16.3. Owner may consider the qualifications and experience of Subcontractors and other <br />persons and organ i zations(inc I udi ng those who are to furnish the principal items of <br />material or equipment) proposed for those portions of the Work as to which the <br />identity of Subcontractors and under the signature and the official address of the <br />partnership must be shown below the signature. <br />16.4. Owner may conduct such investigations as he deems necessary to assist in the <br />evaluation of any Bid and to establish the responsibility, qualifications and financial <br />ability of the Bidders, proposed Subcontractors and other persons and organizations <br />to do the Work in accordance with the Contract Documents to Owner's satisfaction <br />within the prescribed time. <br />16.5. Owner reserves the right to reject the Bid of any Bidder who does not pass any such <br />evaluation to Owner's satisfaction. <br />16.6. If the contract is to be awarded„ it will be awarded to the lowest responsive, <br />responsible Bidder on the basis of the Total Base Bid. <br />16.7. If the contract is to be awarded, Owner will give the Successful Bidder a Notice of <br />Award within sixty days after the day of the Bid opening. <br />Paragraph S.1 of the General Conditions and the Supplementary Conditions set forth Owner's <br />requirements as to performance and payment Bonds. When the successful Bidder delivers <br />the executed Agreement to Owner it shall be accompanied by the required Contract Security, <br />unless the Bonds have been waived due to the total contract being less than $50,000. <br />18. Interpretation of the Annr�, nximaw—Q s n it+ s <br />The Bidder's attention is called to the fact that any estimate ofquatttitics ofwork to be done <br />and materials to be fumished under the Specifications as shown on the Bid Schedule, or <br />elsewhere, is approximate only and not guaranteed. The Ownpr tines not assume any <br />responsibility that the final quantities shall remain in strict accordance with the estimated <br />quantities, nor shall the Contractor plead misunderstanding or deception because of Such <br />estimate of quantities or of the character, location of the wort, or other conditions pertaining <br />thereto. <br />14. ExeCulionofContract <br />The Bidder to wbnm the ('nntract is awarded shall, tl in tett (10) days of the Notice of <br />Award, execute and deliver five (5) copies of the following to the Engineer: <br />a.
