• <br />Li <br />Technical Approach <br />® Page 6 <br />Task 5.113.5 Review USACE Statement of Findings <br />Upon receipt of the USACE Permit Instrument, ATM shall carefully review and comment <br />on any discrepancies or permit language that could be of potential concern to the <br />County in pursuit of the Project construction and subsequent performance monitoring. A <br />list of such concerns and the affected conditions will be prepared for review with the <br />County staff, after which a formal response to the USACE requesting corrective action <br />will be prepared. <br />TASK 6 FDEP MIXING ZONE VARIANCE <br />Task 6.1 Pre -Submittal Meeting/Conference with FDEP <br />Following review of the initial restoration Project file, ATM shall organize and attend a <br />pre -submittal meeting in Tallahassee with Department staff to discuss submittal <br />requirements for variance processing and modeling scheme(s) acceptable to the <br />Department. This meeting is proposed to take place concurrent with the Joint Coastal <br />Permit pre -application meeting (described in Task 5.1) to optimize travel expenditures to <br />Tallahassee. <br />Task 6.2 Mixing Zone Variance Request and Completeness Summary Response <br />A Petition for Variance request will be prepared by ATM with an adequate distance <br />cross -shore and alongshore on the Atlantic Ocean coast to avoid water quality <br />violations. The quality of the borrow source sand to be utilized for the nourishment <br />Project will dictate the physical dimensions of the mixing zone which is achievable and <br />hence requested. It is anticipated at this time that the transverse -mixing model <br />presented in Fischer et al. ("Mixing in Inland and Coastal Waters," Academic Press, Inc., <br />1979) will be utilized to perform the analysis required for the Petition for Variance. Forty- <br />five days from authorization to proceed from the County shall be sufficient to prepare the <br />request. <br />ATM shall respond to one agency Request for Additional Information associated with the <br />mixing zone issue to ensure that the appropriate mixing zone is acquired. It is <br />anticipated that the variance can be obtained in the same timeframe as the Joint Coastal <br />Permit, and will likely be deemed complete pending completion of a singular <br />completeness summary response. ATM will respond to the agency request within 60 <br />calendar days of receipt of the RAI. <br />The County shall prepare a Public Notice following agency approval of the Petition for <br />Variance methodology and computational results. ATM' s"all review the FDEP variance <br />document for accuracy and shall transmit any noted changes required to the Comity <br />prior to subsequent transmittal to the FDEP requesting such change(s). <br />
