FIBER OPTIC CABLE ELECTRONIC EQUIPMENT AND <br />INTEGRATION SERVICES - PCS <br />The Board reviewed a Memorandum of August 6, 1996: <br />DATE: August 6,1996 <br />TO: Honorable Board of County Commissioners <br />THRU: James E. "Sonny" Dean, Direc%A <br />Department of General Services <br />Doug Wright, Director ` \) <br />Department of Emergency Services <br />SUBJECT: Fiber Optic Cable Electronic Equipment and mon Services <br />BACKGROUND: <br />Earlier this year, the County executed a contract with Precision Contracting Services, Inc. (PCS) to <br />perform engineering services for installation of a fiber optic cable to meet the requirements of a new 800 <br />I FM radio system and future needs for a fiber optic network within the County. PCS met with the School <br />District, City of Vero Beady, Ericson (800 AM Radio Vendor) and County Staff to determine needs in <br />order to maximize use and minimize cost of the proposed cable project. <br />Based on the results of meetings with the various parties, PCS determined <br />1. The cable routing fiom north to south and footage. <br />2. The number of fibers within the cable to meet various agencies requirements. <br />3. The pnaper electronics for efficient transmission of voice, data and video over the cable <br />to meet the needs. <br />4. Cost estimates for various phases of the project. <br />5. Proper drawings and documents for bid of cable installation. <br />In looking at the inf rmaticn fimushed by PCS staff decided for economical reasons, to divide the Project. <br />into four phases. <br />=1. Engineering <br />2. Purchase of Fiber Cable <br />3. Fiber Optic Cable Installation <br />4. Electronics purchase, installation and integration with the installed cable <br />This approach has proved successful in that through the first three phases the project it is approximately <br />$30,000 under budget. <br />The fow k and final phase is some what more complex. In order to meet the needs of the 800 NM radio <br />system, proper able installation with testing, and insure all components are compatible along with being <br />functional as designed, has prover to be difficult Ericson, the radio vendor has already changed their <br />design more than one time favorable to the County without increased costand updated some of the <br />equipment at least once. This has caused a real problem with our engineer in determining compatibility <br />with the cable elec tmmcs. Communication between the two parties has been extensive and intense. It is <br />evident from meetings with Ericson, this will continue to present a problem until the project is installed, <br />tested and properly working. <br />At this time the County does not have an agreement with anycme nor on staff that has the expertise and <br />knowledge to oversee the cable installation and testing phase of this project. Our contracts with PCS or <br />Ericson does not provide for this work. <br />ANALYSIS• <br />Based on the need and potential problems with the fiber optic.electromcs purchase and integration with <br />the installed cable, staff feels it is in the County's best interest to amend our contract with PCS to allow <br />them to proceed with Phase Four of the project. Their personnel have worked from inception one project <br />and been involved with every portion of it They know each of the participants including Ericson as well <br />as their needs and can identify with everyone's requirements to make the system perform as required To <br />prepare bid documents and an agreement that would meet our schedule and protect the County as well as <br />other participating entities, would almost be impossible and minimiz change orders to keep costs within <br />our projected budget <br />AUGUST 13, 1996 55 Boos 98 P,�cE 798 <br />
