-7 <br />BOOK 98 p.�{ c. 799 <br />PCS has tentatively agreed to amend their contract and perform the scope of work for Phase Four at a not <br />to exceed price. They will also provide personnel to oversee cable installation with testing as part of the <br />agreement without additional cost to the County. This effort will minimize their problems with integration <br />of the electronics during installation and testing. <br />Staff recommends the County amend their contact with PCS to purchase all the necessary cable electronic <br />equipment, install said equipment and perform the necessary integration work Also, included will be <br />overseeing all cable installation and testing insure the completed system function properly. The cost will <br />not exceed $363,245 as previously approved by the Board It is requested the Board also authorize their <br />Chairman execute the appropriate documents. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />amending the contract with PCS to purchase all <br />necessary cable electronic equipment, install said <br />equipment and perform the necessary integration <br />work, including overseeing all cable installation <br />and testing to ensure the completed system functions <br />properly, at a cost not to exceed $363,245, as <br />recommended by staff. <br />ANGLE TRAIL FDOT ENHANCEMENT PROTECT <br />The Board reviewed a Memorandum of July 29, 1996: <br />TO: James E. Davis, P.E.. <br />Public Works Directbr� <br />J <br />SUBJECT: Jungle Trail FDOT Enhancement Project <br />DATE: July 29, 1996 <br />On July 12, 1996. the Public Works Director traveled to Tallahassee for a meeting <br />with FHWA staff, DOT staff, Project Consultants. and the State Bureau of Historic <br />Preservation office to discuss .the historic documentation of Jungle Trail and <br />possible options to improve Jungle Trail. Since the FDOT staff and consultants <br />are finding it very difficult to identify an improvement plan for the Trail that would <br />conform to established road design standards, the Public Works Director inquired <br />into the feasibility of the County assuming project management. <br />Both FDOT and FHWA were receptive to the possibility, but the County Public <br />Works Department would have to be certified to manage and/or design Federal <br />funded projects in accordance with the FDOT Laval Agency Program (LAP) Manual. <br />Staff has reviewed the manual and the analysis below is presented. <br />ALTERNATIVES AND ANALYSIS <br />There are several requirements and criteria in the LAP Manual that do not give <br />local governments total project control. Some of these are listed below, <br />1) Right-of-way activities and National Environmental Policy Act (NEPA) <br />oversight cannot be delegated under FWHA requirements to local public <br />agencies under the LAP process (Ch I.
