E- J <br />2) Ch I -Sect 3 P 02 <br />FHWA and FDOT retain the approval authority or oversight responsibility <br />for the following: <br />(1) Planning Requirements <br />(2) Authorization of Funds <br />(3) Environmental Requirements <br />(4) Right of way Certifications <br />(5) Plans, Specifications and Estimates <br />(6) Final inspection <br />(7) EEO Programs <br />(8) Disadvantaged Business Enterprises <br />3) Ch 12 Sect. 08 <br />Plans and Specifications - The Department will review all plans and <br />specifications and will issue to the Agency written approval with any <br />approved portions of the project and comments or recommendations <br />concerning any remainder of the project deemed appropriate. <br />The Manual also requires that local roads be designed in accordance with the <br />FDOT Manual of Uniform Minimum Standards for the Design, Construction, and <br />Maintenance for Streets and Highways. The following design criteria should be <br />met: <br />20 MPH design speed <br />10' wide minimum lane width <br />8' wide Pedestrian/Bikepath - Separated <br />Bike lane width - 4' each direction <br />Clear zone 6' each side <br />Minimum clear zone to River without guard rail - 40' <br />Proper drainage <br />The above requirements do not provide for County design of the attached typical' <br />section proposed by the Public Works Dept. (see Exhibit "A"). The County would <br />be exposed to liability for construction of improvements not consistent with <br />adopted design standards. <br />The County Public Works Department staff (four engineers) is currently managing <br />nine park projects, twenty-seven road improvement projects, a County Firing <br />Range, numerous other design projects, new development review. maintenance <br />programs, and day to day management activities. <br />Alternative No. 1 <br />Proceed to apply for LAP certification and take over management of <br />the Jungle Trail project Since the FDOT and FHWA must approve <br />design, it is staffs opinion that the improvement of the Trail would <br />still be controlled by FDOT and FHWA. <br />This alternative would not provide for total local control. <br />Alternative No. 2 <br />Continue with FDOT project management If physical surfacing <br />improvements are not possible. it appears that land acquisition, <br />signage, and some enhancement that relates. to transportation can be <br />accomplished. It does not appear that shoreline stabilization and <br />surfacing of the Trail will be possible based upon past efforts to <br />develop an economically feasible design. <br />• 1 i 0 • WLMS <br />Staff recommends Alternative No. 2 <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously agreed to <br />continue with FDOT project management, pursuant to <br />recommendations by staff. <br />AUGUST 13, 1996 <br />57 <br />BOOK 98 P,�u 800 <br />
