BUTLER, CLERK <br />Attachment I <br />Derelict Vessel Program Grant Monitoring Guidelines <br />The Florida Fish and Wildlife Conservation Commission (Commission) has established and been <br />appropriated funding by the Florida Legislature, to assist local governments in the costs related to <br />removing derelict vessels from the waters of the state. The Commission derelict vessel program has a <br />responsibility to track and monitor the status of grant activity and projects initiated by local governments <br />under contract with the Commission to ensure compliance with applicable written grant guidelines and <br />statutory regulations. The monitoring process is designed to assess a Grantee's compliance with <br />applicable agency, state, and federal guidelines. <br />Monitoring is accomplished utilizing various methods including desk monitoring and on-site visits. <br />There are two primary areas reviewed during monitoring activities — financial and programmatic <br />monitoring. <br />• Financial monitoring is the review of records associated with the invoiced costs of derelict vessel <br />removal projects and contracts. <br />• Programmatic monitoring is the observation of project timelines, best management practices, and <br />verified project completion records. <br />Various levels of financial and programmatic review may be accomplished during this process. <br />Desk monitoring is the review of projects and financial activity and provision of technical assistance <br />between the Commission and the applicant via e-mail and telephone or other electronic means. On-site <br />monitoring involves visits to the Grantee agencies or project work sites by Commission representatives <br />who examine records, procedures and project activity. <br />No Conflict of Interest: <br />Grant Managers shall complete a Conflict of Interest Certification form at the time they are <br />assigned/assume responsibility for an agreement. If a conflict exists, the grant manager shall notify their <br />immediate supervisor at the earliest opportunity. The supervisor is responsible to reassign the Agreement <br />or coordinate with leadership and/or Commission legal advisors to determine the appropriate resolution. <br />A completed Conflict of Interest Certification form will be included and entered into each derelict vessel <br />grant removal agreement. <br />Frequency of monitoring activity: <br />The Commission's derelict vessel program will conduct monitoring during the period that a grant project <br />is active. Once the project has been completed and verified as such, and reimbursement has been issued to <br />the Grantee based on the written agreement, the relationship with the Grantee has ended until and unless a <br />subsequent application for a grant is received again for that Grantee. Those applicants who have had <br />documented contract violations for past failures to perform without successful resolution with the <br />Commission, may be subject to denial of further opportunities to be considered for a grant. <br />Areas that may be reviewed include but are not limited to: <br />Management and administrative procedures; <br />Grant folder maintenance; <br />Accounting system; <br />Anticipated projected completion (adhering to Agreement timelines for project completion); <br />Difficulties encountered in completing projects; <br />
