SUTLER, CLERK <br />Attachment I <br />The Commission may request additional monitoring/information if the activity, or lack thereof, generates <br />questions from Commission leadership. The method of gathering this information will be determined on <br />a case-by-case basis. <br />Desk monitoring is an on-going process. Grantees will be required to participate in desk monitoring as <br />determined by the Commission. This contract will provide an opportunity to identify the need for <br />additional assistance and determines what a Grantee needs to complete the project in a timely manner in <br />accordance with their Agreement. A document (Attachment H) will be included with each Agreement <br />detailing documents required to be submitted by the Grantee and when those documents are due. <br />As difficulties/deficiencies are identified, the Grantee's grant manager will be notified by Commission <br />staff. Many of the issues that arise may be resolved by the Grantee without Commission involvement, but <br />Commission staff can provide technical assistance. Examples of technical assistance include, but are not <br />limited to: <br />• Determination of eligibility of items or services for reimbursement; <br />• Coordination and partnership with contractors and subcontractors; <br />• Record keeping; <br />• Providing information about reporting requirements; <br />• Advising as to documentation necessary to support a request for reimbursement. <br />On-site monitoring will be conducted by Commission personnel or others appointed by the Commission. <br />On-site monitoring visits will be scheduled in advance with the Grantee grant manager designated in the <br />Agreement. All derelict vessel removal projects are verified by sworn law enforcement personnel prior to <br />reimbursement by the Commission. <br />The Commission will also conduct coordinated financial and grant file monitoring. Subject matter <br />experts from other agencies within the region or state may be called upon to assist in the form of a peer <br />review as needed. <br />On -Site Monitoring Protocol: <br />On-site monitoring visits will be randomly chosen from active derelict vessel removal project grants in <br />progress, as well as those that may be identified as having potential contract violations or as a result of a <br />contractor's failure to follow contract specifications as required. Site visits may be combined when <br />geographically convenient. <br />Site Visit Preparation: <br />An email will be sent to the Grantee grant manager outlining the date, time, and purpose of the site visit <br />before the planned arrival date. <br />The appointment should be confirmed with the Grantee in writing (email is acceptable) and documented <br />in the Grantee folder. <br />On -Site Monitorin Visit: <br />
