Republic Services of Florida LP (Republic), the operator of the Class I Landfill, has <br />estimated that filling of Cell 2 will be nearly completed by the end of Calendar Year (CY) 2024 <br />and has therefore recommended that SWDD considers construction of Cell 3 during CY 2023- <br />2024. Phase 1 construction of Cell 3 of the Segment 3 Expansion started in July 2023 and is <br />estimated to be completed by February 2024. This phase involved placement and compaction of <br />fill material to bring the grades to the bottom of the liner system. Phase 2 construction of Cell 3 <br />of the Segment 3 Expansion, which includes the installation of the liner and leachate control <br />systems, is in the final steps of its procurement stage. <br />This proposal addresses the engineering and construction support services required to complete <br />the construction work for Phase 2 of the Project, and includes construction management (CM), <br />quality assurance/quality control (QA/QC) services, resident engineering and preparation of <br />construction completion certification report for submittal to FDEP. The certification report will <br />also cover the completion of the Phase 1 & 2 construction. <br />PROPOSED SCOPE OF WORK <br />This proposal covers professional engineering and construction support services required to <br />complete the construction of the Phase 2 of Cell 3 of Segment 3 Expansion of the Class I <br />Landfill. The scope of work is based on the requirements of Chapter 62-701, Florida <br />Administrative Code (FAC) and Geosyntec's understanding of the Project based on information <br />provided by the SWDD. <br />Geosyntec will provide all engineering services necessary to complete the Project. For <br />budgeting purposes, the scope of work has been divided into six phases, as presented below: <br />• Phase 1 — General Consulting/Meeting Support/Project Management; <br />• Phase 2 — Preparation of Issued for Construction (IFC) Documents; <br />• Phase 3 — QA/QC Services; <br />• Phase 4 — Construction Management; <br />• Phase 5 — Resident Engineering and Certification Services; <br />• Phase 6 — Installation of Groundwater Monitoring Wells; <br />• Phase 7 — Financial Assurance; and <br />• Phase 8 — Miscellaneous Engineering Support Services. <br />Each of these phases is briefly described below. <br />NCP2323543UL23075 Proposal for Engineering and Construction Smices kbtreview.doc <br />engineers I scientists I innovators <br />
