The <br />Traffic Engineer also approved the existing paved access <br />driveways, the internal traffic circulation plan, and the <br />drop-off area. No off-site traffic improvements are needed or <br />proposed. <br />8. Off -Street Parking: Total Required: 103 parking spaces <br />Total Provided: 115 parking spaces <br />Note: A sufficient number of parking spaces exists on the <br />site to provide the required number of parking spaces for the <br />existing place of worship, the proposed child care, and the <br />proposed primary school. Currently, the spaces on the site <br />are stabilized grass parking spaces. Grass parking spaces are <br />allowed for churches and other infrequent uses. Child care <br />and primary school uses are not considered infrequent uses, <br />and parking for such uses must be paved. The site plan <br />proposes the paving of 33 spaces for those uses. Thus, all <br />parking requirements are satisfied. <br />9. Stormwater Management: At the July 25, 1996 Planning and <br />Zoning Commission public hearing for the project, concerns <br />were raised by surrounding property owners regarding the <br />impact of the proposed project on existing stormwater drainage <br />in the vicinity. Subsequent to that meeting, •Public Works <br />staff evaluated reported drainage problems in the vicinity of <br />the project. Public Works staff has reconfirmed that the <br />proposed stormwater management plan is designed to limit off- <br />site stormwater discharge from the entire site in a manner <br />consistent with county and St. Johns River Water Management <br />District standards. Public Works staff has also determined <br />that drainage problems in the area are not caused by drainage <br />from the subject site, and that the proposed development will <br />not exacerbate any existing drainage problems. The Stormwater <br />Management Plan has been approved by the Public Works <br />Department, and a Type "A" Stormwater permit will be issued. <br />10. Landscape Plan: The landscape plan is in compliance with <br />Chapter 926 of the county's Land Development Regulations and <br />proposes a Type "D" buffer along the site's eastern and <br />southern property boundaries. Buffer requirements are in <br />compliance with the specific land use criteria. <br />For this site, the proposed type "D" buffer satisfies the <br />specific land use criteria for the place of worship and the <br />proposed child care facility and primary school. Therefore, <br />all buffering requirements are satisfied. <br />11. Utilities: The site is currently serviced by county potable <br />water and wastewater systems. The county utility services <br />department and the environmental health department have no <br />objection to approval of the site plan and use requests. <br />12. Environmental Issues: During review of a previous site plan <br />application for the site, Environmental Planning staff <br />determined that the site's vegetation had been significantly <br />altered and disturbed, with no actual nativevegetation <br />community remaining on site to be preserved. Therefore, no <br />conservation set-aside measures are required. <br />13. Specific Land Use Criteria: The application must satisfy the <br />following specific land use criteria for a child care facility <br />and an educational center proposed to be constructed in the <br />RM -10 district: <br />A.
