TO: James Chandler <br />County Administrator <br />)SION HEAD CONCURRENCE: <br />Obert Ln(AIijCommunity Develontrector <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad ? <br />Staff Pla ner, Current Development <br />DATE: August 13, 1996 <br />SUBJECT: Frank Liggieri's Request for Special Exception Use <br />Approval to Construct an Adult Congregate Living Facility <br />(ACLF) to be Known as Sunshine Oaks <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of August 20, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Todd Smith, P.E., on behalf of Frank Liggieri, has submitted a <br />request for major site plan and special exception use approval to <br />construct an adult congregate living facility (ACLF) to serve <br />elderly clients. The subject site is located at 675 15th Street, <br />and is currently the site of three multi -family buildings. <br />The site plan application proposes remodeling of the 3 existing <br />buildings and construction of 8 additional buildings on the site <br />for an ACLF with an overall site capacity of 108 ambulatory <br />residents. The proposed project is to be constructed in 5 phases <br />over a projected period of 5 years. Although the residents are <br />ambulatory, the facility will employ non-resident staff to provide <br />basic housekeeping services and security for the residents. <br />At its regular meeting of July 25, 1996, the Planning and Zoning <br />Commission, by a vote of 6-0, voted to grant major site plan <br />approval and to recommend that the Board of County Commissioners <br />approve the special exception use request (see attachment #4). <br />Therefore, if the Board of County Commissioners grants special <br />exception use approval, the major site plan approval will become <br />effective. <br />Pursuant to section 971.05 of the LDRs, the Board is now to <br />consider the appropriateness of the requested use based on the <br />submitted site plan and'suitability of the site for the use. The <br />Board may approve, approve with conditions, or deny the special <br />exception use request. The County may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. <br />AUGUST 20, 1996 <br />44 BOOK 98 r'' c.863 <br />
