EXECUTION OF CONTRACTS WITH I.A.F.F. LOCAL #2201, FIRE <br />AND PARAMEDICS AND TEAMSTERS LOCAL #769 <br />The Board reviewed the following memo dated 8/13/96: <br />TO: \James E. Chandler <br />county Administrator <br />FROM: Ron D. Baker <br />Personnel Director <br />DATE: August 13, 1996 <br />RE: Execution of Contracts between Indian River County and <br />- - I.A.F.F. Local #2201, Fire and Paramedics <br />- - Teamsters Local #769 <br />The negotiating teams for Indian River County are pleased to <br />present to the Board the attached three contracts which, if <br />executed by the Board, would become the collective bargaining <br />agreements for the three bargaining units for the next two years. <br />The unions and the County negotiating teams have all had to <br />compromise on issues which were important to them but believe that <br />overall the contracts are in the public interest and recommend that <br />the Board of County Commissioners approve them. <br />Besides numerous technical, procedural, grammatical, and style <br />changes, the major issues covered by each contract are outlined as <br />follows: <br />Re: Fire Contract <br />1. Tuberculosis testing is performed each year and wording <br />specifies the current practice. <br />2. All Promotion Board members must be present at meetings which <br />assures equal representation in the decision-making process. <br />3. Allows for addition of step -sibling in the definition of <br />immediate family for purposes of Bereavement Leave and Sick <br />Leave which agrees with definition for nonbargained employees. <br />4. The agreement will be in effect for two years until September <br />30, 1998. It provides for a 3% general increase on October 1, <br />1996 and a 3% increase on October 1, 1997. <br />5. Currently there are nine employees who are not covered under <br />the Florida Retirement System but under a plan they had when <br />employed by the City of Vero Beach. Revised wording allows <br />negotiations regarding changes to the plan. <br />Re: Paramedics Contract <br />The paramedics' contract is similar to the fire contract and <br />includes many of the same basic changes. The major changes <br />different from those just described above are as follows: <br />1.
