construct the water and sewer main under the County labor contract. <br />On September 21, 1993,. the Board of County Commissioners approved <br />the award -of the Labor Contract (Bid No. 4007) to Driveways, Inc. <br />(See attached minutes). The water service will also provide fire <br />protection to Rio Mar Yachts and all property owners adjacent to <br />the water main. <br />ANALYSIS <br />In order to provide water and sewer service to Rio Mar Yachts, as <br />well as provide fire protection along the utility corridor, 1260 <br />L.F. of 10" diameter water main, 950 L.F. of 4" diameter sewer <br />force main, two fire hydrants and one 2" service will have to be <br />constructed. <br />The estimated cost of the labor to construct the water, sewer and <br />fire protection facilities under the labor contract is $17,499.41 <br />(See attached cost estimate from Driveways, Inc.). The pipe, <br />valves and fittings will be supplied by the County at an estimated <br />cost of $23,572.43. A 1O% material and labor contingency of <br />$4,109.16 was also included in the project cost. In-house <br />engineering, inspection and administrative costs are estimated to <br />be $9,069.00, for a total project cost of $54,250.00. <br />The area to be served includes the armory property plus three (3) <br />commercial parcels. All of the other three (3) parcels are <br />presently vacant. <br />Rio Mar Yachts has entered into a Developer's Agreement (see <br />attached agreement) to pay an assessed contribution of $40,066.31 <br />to construct water and sewer service to their property. This cost <br />is based on the area of the parcels east of the proposed water and <br />sewer main that presently do not have water or sewer service <br />available. The total area of these four parcels is 536,132 sq. ft. <br />The estimated project cost distributed.over the total area results <br />in a square footage assessment of $0.10118776719 per sq. ft. -(see <br />attached assessment computation). The area of the parcel owned by <br />Rio Mar Yachts, Inc., which is used to compute their contribution <br />is 395,960 sq. ft. <br />The area to benefit from the assessment project is displayed on the <br />attached tax map. Presently, all properties to the east of the <br />water main are undeveloped, with the exception of the subject site. <br />Once those properties are developed, the benefitting property <br />owners will be charged on a square foot basis to recover the <br />balance of the construction costs. In the interim, financing will <br />be through the use of impact fee funds. Engineering design <br />services for this project will be by the Department of Utility <br />Services staff. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners: <br />• Approve the Developer's Agreement with Rio Mar Yachts (which <br />authorizes assessing Rio Mar Yachts $40,066.31). <br />• Authorize the Department of Utility Services to issue purchase <br />orders for material and labor associated with construction of <br />the aforementioned utilities. <br />• Authorize the Department of Utility Services to proceed with <br />design, administration and inspection of the project. <br />74 <br />AUGUST 20, 1996 <br />BOOK 98 f E 893 <br />
