EXECUTIVE SUMMARY <br />The Indian River County Comprehensive Emergency Management Plan (CEMP) <br />is an operations oriented document authorized by the Board of County <br />Commissioners and is in accordance with Chapter 252, Florida Statutes. The <br />CEMP establishes the framework for an effective system to ensure that Indian <br />River County will be adequately prepared to deal with the occurrence of <br />emergencies and disasters. The plan outlines the roles and responsibilities of <br />the state agencies, special districts, local governments and volunteer <br />organizations. The CEMP unites the efforts of these groups for a <br />comprehensive approach to reduce the County's vulnerability to a host of <br />identified hazards. <br />This plan is structured to parallel federal activities set forth in the "Federal <br />Response Plan" and state activities in the State "Comprehensive Emergency <br />Plan" as well as describing how other resources will be coordinated to <br />supplement County resources and response. <br />The CEMP is divided into three sections: <br />1. The Basic Plan section outlines the concept of operations, direction <br />and control, and identifies responsibilities of all agencies and <br />resources mobilized by the County in recovering from a disaster. <br />The Response section presents the County's strategy for disa :ter <br />response. It outlines the Emergency Support Function (ESF) <br />concept taken from the Federal Response Plan. Each ESF, at a <br />minimum, contains a concept of operations and the responsibilities <br />of the primary and support agencies that will respond to local <br />government requests. <br />The Recovery section provides for the rapid and orderly start of <br />rehabilitation and restoration of persons and property affected by <br />a disaster. <br />Following Hurricane Andrew, recommendations from the " Governor's Disaster <br />Planning and Response Roview Committee Report" (The Lewis Report), guided <br />revisions that were made to Chapter 252, F.S. The Basic Plan contains a <br />planning strategy section that describes initiatives that are currently underway <br />to ensure that the mandates of the law become operational.
