Once the EOC has been activated by the Emergency Management <br />Director, all Department of Emergency Services personnel will be <br />recalled and placed on 12 -hour shifts to ensure 24-hour staffing of <br />the EOC and field operations. This arrangement will remain in <br />effect until released by the Emergency Management Director. <br />4. Upon activation of the EOC, the use of EM 2000 software will be <br />initiated. This software, also utilized by FDEM, is a sophisticated <br />way of controlling and documenting the flow of information within <br />the EOC. See Annex II -Support Functions, ESF #5 (information <br />and Planning) for more detailed information. <br />5. All mission requests and messages logged into EM2000 will be <br />monitored and tracked by ESF #5. Situation Reports will be <br />printed on a regular basis and forwarded to the Emergency <br />Management Director for his/her review and dissemination. <br />The Emergency Management Director and/or the EOC Supervisor <br />are responsible for developing and maintaining SOPs and <br />checklists, which detail how assigned responsibilities will be <br />implemented to support this plan. <br />Discussion of decision making authority of the SCO, GAR, Deputy <br />SCO response, SERT leader, and SERT ESFs: <br />a. At the State level, decision-making authority and <br />commitment of state assets is retained at the SEOC by the <br />SERT Leader, or some other designee within the DCA. The <br />SERT Leader may issue mission assignments to the lead <br />agencies of the state ESFs. Mission assignments and <br />mutual aid agreements, brokered by the state, are tracked <br />in the SEOC by a staff person reporting to the SERT Leader. <br />b. In the event of federal assistance, a SCO will be appointed <br />to interface directly with the federal government. <br />Depending on the complexity of the event and the need to <br />broaden span -of -control, the SCO may be supported and <br />assisted by the GAR and Deputy SCOs for Response and <br />Recovery. The Deputy SCOs are responsible for ensuring <br />close coordination between federal and state <br />representatives and anticipating the needs and conflicts in <br />the operation as it progresses. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 62
